The Left and the fight for reforms

SFimagesIn the first of these posts I argued that the apparent differences in various contributions to the debate on recent developments in Irish politics, including the prospects for the left, did not reveal fundamental disagreements.  Everyone from Sinn Fein to the Left alliances looks forward to a very significant challenge to the establishment and see great potential for success.

In the previous post I mentioned that the general policy platform of anti-austerity and its implementation through forming a Left Government, supported by mass mobilisation outside, is endorsed by these same organisations.

Yet proposals for an overarching alliance formed by these organisations are rejected by both sides.  Sinn Fein rejects “the Trotskyist left” because it has sought to divide the anti-water charges movement formed under the banner of the Right2Water campaign.  And it is clear that it is also rejected because Sinn Fein thinks this Left is unwilling to form a Government with the Labour Party, and incapable of any sort of political unity with the trade unions that support the Right2Water campaign.

Of course there are good grounds for these positions.  The Labour Party has spent four years inflicting austerity in Government with Fine Gael in the South and Sinn Fein has been in office with the even more rabidly right-wing Democratic Unionist Party in the North, also inflicting austerity, while claiming to oppose it through vetoing some welfare changes.  In the South Sinn Fein also voted for the justification for much of the austerity by voting to bail out the rotten banks and their gambling investors.  In this way the Irish State transferred the debts of the banks to the working class.

However the centre piece of the Left’s strategy is the formation of a Left Government in order to reverse austerity – they propose no other effective or credible means of doing so.  As I have also argued – their privileging of the non-payment tactic as the only route to defeating water charges leaves them otherwise naked when it comes to explaining how they would defeat the much greater effects of the other austerity measures.

In their arguments, despite claims to prioritise mass mobilisation over electoral success, they reveal the central and indispensable role in their strategy of electoral success.  Only by forming a Government could their demands for reversing austerity be carried out: through taxation increases for the rich and reductions for the rest; for increased state spending to create jobs; for reversing privatisation and for repudiation of the state’s debt.  The actions proposed by the Left are inconceivable without forming a Government to do these things, which is why they naturally call for a Left Government.

The Left say that mass mobilisations are key and elections are there to support them but what these mobilisations are supposed to achieve in themselves, beyond single victories on various issues that develop, is never explained.  Mass mobilisation is not itself a programme, not itself a strategy unless given some purpose and objective, given some content.  What for? To achieve what?  How and in what way would such mobilisations put forward and actually implement an alternative, except other than through a Left Government?

The genuine order of priority is made clear when Paul Murphy explains the real importance of the anti-water charges campaign – “Winning the water charges battle is strategically central to the prospect of building a left that can fight for a real left government.”

The strategy of capturing government office in a capitalist state is what Marxists call reformism and I have written a series of posts criticising this view, beginning with this one.

I’m not going to criticise the Left here for being reformist but simply to point out that their strategy requires capturing Governmental office while rejecting any arrangement with Sinn Fein or the Labour Party.  The prospect of them doing this in the foreseeable future is therefore practically zero.

I have criticised the specific proposals of the Left before not because it has proposed reforms but because they are viewed, not as making capitalism less oppressive and creating better conditions within which workers can fight for a replacement, but because the reforms themselves are seen as in some way instituting an alternative to capitalism.  In this sense their policies are not an alternative to capitalism but an alternative to the real alternative to capitalism, which is socialism.

To sum up what their approach involves – it entails the capitalist state, presided over by the Left, intervening much more into the economy and creating a fairer and more just system.  It doesn’t involve a fundamental change in the economic or political structure and amounts to a fairer form of capitalism, full stop.

If their strategy ‘secretly’ involves revolution in the traditional sense of an insurrection, one that aims at the destruction of the capitalist state, this isn’t going to happen either, if only because they haven’t gone around doors giving out leaflets and telling the only people who can carry it out that this is what they should do.

Paul Murphy presents a related reason for opposition to unity with Sinn Fein and/or the Labour Party.   He says that the latter involves “the notion of constructing a “social majority”, instead of building a class based movement.”  Unfortunately this opposition of a social majority to a class based movement is false since a working class movement in itself will be a majority and its creation will win to its ranks individuals and social layers who are not working class.  The idea of a ‘social majority’, however described, should not be, or allowed to be, counter posed to a working class movement.

It is almost as if what this reformist strategy needs, and what its reformists-in-practice require, is some concrete reforms in an explicit strategic alliance with reformists.

So the Left says it cannot countenance a coalition that would include the Labour Party and/or Sinn Fein because these parties have already and will in future impose austerity when in Government.

However to many voters the alternatives offered by Sinn Fein and the Left do not seem very different.  The by-election victory of Paul Murphy of the Socialist Party over Sinn Fein, in part due to a more militant stance on opposing water charges, is not unfortunately likely to be the template for the general election.

The actions of the trade unions involved in the Right2Water campaign and their transparent attempts to endorse a left alternative that includes Sinn Fein, and even Labour if it went along with it, demonstrate this.

But the answer to this is not to simply denounce these parties, for if that were all that was required, as I have said before, we wouldn’t have the problem.  The answer must be to challenge the credentials of these parties and to win the trade union members and other workers who have supported the Right2Water campaign to a real anti-austerity alternative.  If such a process were to take place it could only be through joint activity and joint debate with the leaders and members of these parties.

In such a process it would be my view that the weakness of the Left’s own anti-austerity programme, in no essential terms different, would be exposed.   However such a strategy makes sense even from the Left’s point of view.

So, in order to begin to demonstrate their claims and in order to be seen to be seeking the maximum unity of anti-austerity forces the Left, perhaps paradoxically, would need to take its pretensions to reform the Southern State and economy more seriously.

It might do this by, for example, proposing the specific measures that it would take in the first 100 days and first year in office while demonstrating that unity around these policies is essential, challenging both Sinn Fein and the Labour Party to endorse them and fight for them together.  The Left would openly propose and debate these measures, this strategy, and seek to make itself accountable to its constituency, in the process attempting to leverage this support to engage with that of Sinn Fein and the trade unions.

The purposes of this would not only be to win these supporters to more radical politics but to promote their capacity and willingness to make the parties they currently support more accountable.  The aim of this is not so much to put pressure on these parties to keep their word, or even to facilitate their rejection when they do not, but to encourage and stimulate the independent political activity of these workers.

So, for example, the mechanisms put forward in the contribution by Rory Herne come across as elaborate and wishful scenario building that involve earnest but utopian blueprints for the ‘perfect’ movement.  But they do offer some sense of how such accountability might be achieved.

Would such tactics work? Maybe, maybe not.  But the point is that a means has to be created that allows the Left to engage with those voting for Sinn Fein and (more importantly from my point of view) for Marxists to go beyond denunciation of the Left’s Keynesianism to engage it and its supporters in clarifying the means to advance working class politics and organisation.

As Marx said:

“. . nothing prevents us from making criticism of politics, participation in politics, and therefore real struggles, the starting point of our criticism, and from identifying our criticism with them. In that case we do not confront the world in a doctrinaire way with a new principle: Here is the truth, kneel down before it! We develop new principles for the world out of the world’s own principles. We do not say to the world: Cease your struggles, they are foolish; we will give you the true slogan of struggle. We merely show the world what it is really fighting for, and consciousness is something that it has to acquire, even if it does not want to.”

The UK general election part 3: sectarianism and democracy

SF 1 downloadIn the final post on the UK general election I want to look at the results from my own little polity and the political slum that is Northern Ireland.  Like all slums the blame for its condition lies with the landlord, the British state.  As usual all the tenants hope and expect that the landlord will clean it up. But it never does.

There the analogy should rest.  The most recent election was notable for what the front page of the Northern nationalist paper, ‘The Irish News’, described as ‘Nationalists turn away from the polls’.  Their parties, Sinn Fein and the SDLP, collected 38.4% of the vote while the DUP and Ulster Unionists captured 41.7%.  The latter figure does not include the various other unionist parties such as Traditional Unionist Voice and UKIP which brings the unionist total to 46.6%. If we include the Alliance Party, which is a unionist party in all but name, the unionist vote was 55.2%.

The message?  There isn’t going to be a United Ireland any time soon.  The Sinn Fein vote went down slightly by 1% even while the SDLP vote declined by 2.6% and it lost the Fermanagh and South Tyrone seat, not the way they wanted to enter into the historic hundredth anniversary of the 1916 rising.  ‘The Irish News’ explained that the nationalist vote had declined to its lowest level since the 1992 Westminster vote, which is before the ceasefires. That is, before the current peace process ‘strategy’ of republicans was/is supposed to deliver a united Ireland.

None of this fits with the accepted story of a rising Catholic population and a more and more demoralised Protestant one.  Sooner or later, the story goes, there will be a Catholic majority that will vote in a united Ireland. The truth of this is accepted by many and, I would hazard a guess, by many who would deny it vehemently in public.  I remember my aunt, a Shankill Road Protestant, remark about 25 years ago that there would eventually be a united Ireland, but not in her lifetime.  And she was at least half right in that.

Socialists have always supported self-determination for the Irish people as a whole, as the only democratic response to the Irish national question.  Not of course universally.  The Militant Tendency/Socialist Party tradition with its notoriously statist view of socialism, which incidentally has nothing to do with Marxism, has always managed to get it wrong.  Its statist view has seen it join left nationalist formations in Britain such as NO2EU, and it led the rightward collapse of the left in Scotland into Scottish nationalism.  In the North of Ireland on the other hand, entirely consistent with its accommodation to whatever nationalism is strongest, it has capitulated time and time again to loyalism and the British State.

This general response of socialist to the national question remains correct but the growth of nationalism in the North of Ireland, which now appears halted, has demonstrated that democracy is not a classless construct.  Bourgeois democracy in a society which has always been characterised by sectarianism has definite limits.

These limits are demonstrated in the more and more sectarian expression of northern nationalism.  This means that the expression of democracy by the working class can only be of a non-sectarian character, or it would fail to be a particular expression of the working class.  In other words the expression of a democratic alternative to partition must come from the working class and not from any nationalist formation.  It must therefore be non-sectarian, not in an unconscious sense, in which to be anti-imperialist is somehow also to be ‘objectively’ anti-sectarian, but in a conscious sense that this is the key objective – of uniting the working class.  Just like Scotland so must this be the case in Ireland, that socialism cannot be derived from what happens to be bad for the UK state but from the political unity of workers.

The degeneration of Sinn Fein and Irish republicanism demonstrates that fidelity to the belief in a united Ireland is no guarantee of progressive politics.  It used to be said that Irish republicanism was largely confined to Catholics because of sectarianism and this also remains true but it is also now the case that the Irish republicanism of Sinn Fein is confined to Catholics because it is sectarian.

Once the Provisionals stopped fighting the British and decided to join in the governance of its system, and started asking the landlord to sort out the slum – the landlord responsible for its creation – it stopped having any claim to progressive status.  It then became the most militant and vocal champion of Catholic rights, not civil rights, but sectarian rights.  This has been exposed in the case of a prominent Sinn Fein Minister and also in the recent election.

In North Belfast Sinn Fein put out an election leaflet that included a graphic showing the Catholic and Protestant proportions of the constituency, the none too subtle message being that the majority Catholic constituency should be electing a Sinn Fein MP.  But of course that also means that Protestants must vote for the sitting Unionist MP.

The Sinn Fein excuses for it only bury it deeper in the sectarian mire.  First the excuses arrived only after it spent weeks defending the leaflet.  Then it wanted, it said, to use the terms nationalist and unionist but the Post Office said census figures had to be couched in terms of Catholic and Protestant.  So what it is saying, after trying to blame the Post Office, is that  instead of rejecting the graphic it decided that yes indeed substitution of Nationalist and Unionist by Catholic and Protestant was fine.  Now we know what it means when it uses the former terms in future.

Oh, and one more thing.  It regretted its decision to include the graphic – as Mr Gerry Kelly said “I think, in retrospect, the decision then should probably have been to withdraw the graph, because it did give an argument to our opponents, whether that was the SDLP or unionists.”  Yes Gerry, you’re right about that.

The reactionary position of Sinn Fein was also demonstrated in another graphic used on its leaflet for their candidate in South Belfast.  Having misleadingly described the candidate as ‘the poll topper’ – in fact the sitting MP was from the SDLP – it then said he was the ‘only Progressive Candidate who can win’ – clearly not the case since the SDLP were not listed by the leaflet as one of the five parties ‘united for austerity.’

These five parties were the Conservatives, DUP, UUP, UKIP and Alliance Parties. One of these parties stood out from the others – the DUP.  Why? – because Sinn Fein is in permanent coalition with this party.  And at the time the leaflet was put through the doors the Tories looked like they might be relying on the DUP to get them into power.

Wouldn’t that have looked lovely – the so-called anti-austerity Sinn Fein in Government with the DUP who were keeping the austerity-inflicting Tories in Government.  Don’t bother to try to work out how Sinn Fein would have justified it, they have been justifying inflicting one of the most right wing parties in Europe on this part of the continent for years.

‘The Irish News’ front page has reflected the disorientation of Northern nationalism following the election.  It produced some commentator to explain what had gone wrong.

Apparently  there is a ‘growing number of nationalists who appear switched off from the electoral process (reflecting) a community more at ease with Northern Ireland.’

The commentator said that “I think unionism is more highly strung about identity issues.  Nationalism is more happy in general with the status quo and there is a lack of competition between the parties.  Nationalism is suffering a retreat.”

Almost all of this is rubbish.

Yes, nationalism is suffering a retreat, it’s been retreating for years, and now endorses the legitimacy of partition and its institutions, the British nationality of Irish Protestants and the unionist veto on a united Ireland.

Contrary to its assertion, there is no lack of competition among nationalist parties and unlike unionism there was no electoral pact between the SDLP and Sinn Fein during the election.

Relatively high unionist participation in the election is not because they are more highly strung about identity; in fact the lack of unionist voter participation has been remarked upon for years.  Did they suddenly get a fit of the nerves just recently?  Newspapers have recently reported increasing numbers of parents from what is called ‘a Protestant background’ refusing to designate their children as Protestant at school.

The fall in the nationalist vote is not because nationalists are happy with the status quo but exactly the opposite.  The stench of nepotism, cronyism and corruption from Stormont is all the more repelling on the nationalist side given the claims to radical politics and progressive change from the nationalist parties, particularly Sinn Fein.

Instead the DUP/Sinn Fein coalition Government has been beset by crisis, incapacity, incompetence, secrecy, arrogance, lack of accountability, lack of transparency and financial scandal.  The simplest of questions don’t get answered for years (perhaps never) by Government departments with dozens of communications staff.

The latest such offerings are the revelation of the extent of the employment of Special Advisors (SPADS) employed by all the parties in office without any public recruitment process.  These SPADS are supposed to bring special skills to their political masters, the most prominent of which appears to be their close connection to the parties and their ability to hide any special skills.

freedom of information request revealed that in one financial year the Stormont Executive spent almost £2m on these SPADS, more than the Scottish and Welsh governments combined.  In 2013/2014, the pay bands and grades for these special advisers varied across the UK, going from £36,000 up to £91,000.  In Scotland, three of them were in the top pay band while at Stormont all 21 posts were.

The second is the scandal around a contractor to the Housing Executive which we reported on before here and here.  The SPAD at the centre of the controversy, far from being dumped has been promoted while it is reported that the DUP member who took a more principled stand is being subject to disciplinary action by the party.  At the end of an editorial dripping with scorn ‘The Irish News’ declared of the Stormont regime that “it is increasingly doubtful if the institutions are worth preserving in the first place.”

When the main voice of constitutional nationalism expresses exasperation with the peace process institutions it really does mean a lot of nationalists are thoroughly disillusioned.  This is one of the main results of the election.  In itself it is not a positive but it is certainly a prerequisite for one to develop.

 

Screwing the unemployed in the North of Ireland

One development in the North of Ireland that has come into existence largely unmentioned is Stormont’s new welfare to work programme. There have been quite a few of these in the past, New Deal, Steps to Work, but this one is more than just a hand me down modification, it fits with the now.

It emerged from out of the thinkery of the Department of Employment and Learning (DEL) as recently as 2012. The protocols were first aired in a draft published in April 2012 (feasibility study; DEL web site). Tenders were then put out to the private sector for attention at the beginning of 2013 and the Stormont Executive approved the full regulations in June 1914. Implementation of the programme started in October 2014 and it is still being rolled out. The Alliance party man in the Executive, Minister Farry declared that this was ‘a major change in the way we help people, focusing on providing more flexible support for individual’s needs and their barriers to work.’

It is certainly a major change all right; it is the semi- privatisation of Stormont’s unemployment responsibility. The job of getting the north’s unemployed reserve army into work has just been handed over to three ‘lead contractors’ i.e. to profit seeking private companies.

  • Belfast Ingeus UK Ltd, supported by Armstrong Learning NI, People 1st, Springvale Learning, SES Consortium and Addiction NI.
  • Northern Region – EOS (Trading) Northern Ireland Ltd, supported by Elle Enterprises, Customised Training Services, Network Personnel, Ulster Supported Employment Limited, North City Business, Roe Valley Enterprise Ltd and Roe Valley Community Education Forum.
  • Southern Region Reed in Partnership, supported by Global Education Ltd, Network Personnel, Rutledge Recruitment and Training and South Eastern Regional College.

From now on the private sector will be gifted an opportunity to make a profit out of the unemployed with contracts worth £35 million. The only objection raised by those MLA’s who were there for the Committee stage was that DEL had unkindly overlooked some locally run training organisations in favour of the bigger outsider businesses -Pat Ramsey of the SDLP worried that 400 jobs could be lost to local training organisations in the transition period.

Ingenus, for example is a welfare to work international business founded in 1989 by the wife of the former Australian Prime Minister Kevin Rudd.  Therese Rein sold the business to Providence Service Corporation of Arizona in April 2014 in a deal said to be worth £65 million in cash and another £25 million in stock options, and she agreed to stay on as the Chief Executive.

Although present in several countries, Ingenus makes seventy percent of its declared profit from the British Government’s welfare to work contracts. The Australian government has been pretty ruthless in the slashing of the social entitlements of workers and this gradgrind model is being imposed in Britain via companies like Ingenus.

Another lead contractor is Reed Partnership a division of the Reed Group that includes Reed Specialist Recruitment and Reed Online. The Reed Partnership boasts on its web site that it was the first welfare to work contractor to be trusted by New Labour to deliver the service under the New Deal Programme – “We launched as one of the first private welfare to work providers in the UK. Our first contract started in Hackney in 1998.”

News journalists in Britain frequently claim that the welfare to work programme has been an unmitigated disaster, on the basis that it has been shown to be not good value for the taxpayer’s money lavished on it.  It has been reported that less than 5 percent of those forced under its iron wheels find any permanent work. These sorts of ‘I feel sorry for the taxpayer’ type of political analyses has become the norm for almost all news media criticism of government policy.

When asked about the work programmes’ lamentable failure reported by the news media in England, the DEL civil servants simply told the Assembly Committee that civil servants were under no legislative obligation to take the poor results into consideration when inventing their own scheme specially tailored for the North of Ireland. The DEL officials told the Assembly Committee they were aiming at a better programme and at a higher achieving rate of 29%. Success is defined as finding a job for anyone on the programme for at least three or six months.

The ‘getting good value for taxpayers money’ model of social criticism is an absolutely hopeless one in dealing with the private welfare to work model as it is to be applied in the North of Ireland. The only model of political analysis useful here is the one that relates important government policy decisions directly to the aims of the Good Friday Agreement and fulfilling the mandate of the peace process.

The managerial side of the Stormont regime is certainly not dedicated to ‘helping’ the unemployed section of the working class into some new era of private sector prosperity – that much is obvious.  Rather it is preparing and training them for a future based on low expectations, frequent changes to part time working and acceptance of a long life on the minimum wage.

One of the most significant new protocols attached to the steps to success programme is that the new providers are not obligated by their DEL contract to offer training and education to their unemployed clients. All of the previous work programmes at least contained such a proviso, stipulating some skills training.  This new iteration does not.  It was no doubt thought to be an added expense that the private contractors could well do without.

There is no expectation that the jobs the private sector currently has on offer will be anything but part time, temporary, low skilled and low waged. The fact that the private contractors will receive a payment from the Department on the basis of any three or six months job take-up speaks volumes.

It should be said that participation on the new work programme is mandatory. Even the 60 to 65 age group are forced to take part, something that did not previously apply.

There are to be five client groups – Jobseekers 18-24, Jobseekers early entry, ESA’s (employment support allowance) voluntary ESA’s and Returners. The ‘client’s’ routine is to change from visiting the job centre once a fortnight, to show sufficient evidence of really seeking work, to carrying on with this plus an added second routine of meeting with the ‘provider’ at least three or four times per week for sessions lasting either one or two hours – supervised job searching to really really show they are seeking work.

The larger client group must do a minimum of five hours supervised searching spread out over the week.  This routine includes cold calling of employers who may not have even adverted any vacancies. This is obviously an enhanced surveilling of the lives of the unemployed. The ‘clients’ even have to hand over their mobile phone details and email addresses for random contacts about job offers. They also have to sign wavers allowing the providers to retain and make use of their personal details.

You are asked to inform them of any health problems you may have and to let them know if you are a ‘substance abuser.’  Some of the client groups have to agree to do work placements without pay. The client can in theory claim travelling expenses if they are especially diligent.  I had to delve deep into the DEL protocols documents to discover this.

Claims for travel expenses will be submitted at participant level and can be claimed on a four weekly basis. The Department will make payments within 30 working days of receipt provided receipts are offered.’ The least expensive way to travel in Belfast is to buy a bus day ticket costing £3.40 or £3.90. So the typical travel expense for participants is likely to be between 10 and 15 pounds per week. A single person under 25 on JSA receives £57.35 and the over 25 person gets £72.40. Obviously one training tip you are going to get on this programme is a vital lesson on keeping receipts.

Any unemployed person who is deemed not to be ‘performing’ to the protocols will be sanctioned with a withholding of benefit. The rules state that:

‘Your benefits will be stopped for two weeks for the first time you

  1. Give up, or fail to attend the required S2S attendance without good reason or are asked to leave for non-compliant behaviour.
  2. Your benefits will be stopped for four weeks for a second breach of the rules.
  3. It will be stopped for 26 weeks if the client breaks the rules for a third time.’

There is as yet no evidence available for current sanction rates in the North of Ireland. The rates of sanction penalisation in GB are amazingly high.  On 12 February, DWP published an important Freedom of Information response 2014-4972 showing the proportion of JSA claimants sanctioned and the numbers of repeat JSA sanctions.

Almost one-fifth (18.4%) of the 3,097,630 individuals who claimed JSA during 2013/14 were sanctioned: 568,430 people.  During 2013/14 the maximum number of JSA claimants at any one time was 1,474,428. This gives some idea of the amount of turnover in the claimant count.

We know from Stat-Xplore that there were 888,936 JSA sanctions in 2013/14, so that the average number of sanctions imposed on sanctioned claimants in 2013/14 was 1.56. It should be remembered that these figures show the proportion of claimants sanctioned after reviews/reconsiderations and appeals. The proportion sanctioned before these challenges in 2013/14 must have been about 20%.

Incredibly the Work Programme continues to deliver far more JSA sanctions than successful JSA job outcomes. The official statistics show that up to 30 September 2014 there had been 345,640 JSA Work Programme job outcomes and 575,399 JSA Work Programme sanctions.

This new policing regime for the unemployed is already in situ while the controversial welfare reform changes that have provoked so much comment are yet to be rolled out. One intention of the welfare reform plan in waiting is to push as many of the more costly benefit claimants into the cheaper Steps to Success programme.  This anticipated change is the reason why the bigger private sector welfare to work contractors from Britain are anticipating an increasing client base. The other is to harry as many people off the benefits system as is possible within the law.

The early signs are that it is working – the last three months have seen the biggest fall in live jobseeking claims ever recorded, 1,700 per month. Many are drifting on to other benefits like claiming sickness benefit but the the economically inactive count is also rising rapidly and last month it reached 28%, the highest by far in comparison with Britain. It is the high numbers of economically inactive that is now attracting the gradgrind attention of the neo- liberal economists.

How quickly the promises of the Good Firday Agreement have turned to dust for the working class. The peace process promised a better life for all and there was much talk of a lasting peace dividend. For a few years there was all the appearance of incresasing prosperity, but it was based on bank lending, rising house prices and some increased public spending.  In retrospect the material cause of the peace process can be said to be precisely this raised State spending.

A recent study carried out by the Nevin Economic Research Institute provided data showing how the cuts may impact.  According to the report three parliamentary constituencies, Foyle, West Tyrone and West Belfast have above-average public sector employment, with West Belfast the most vulnerable to job losses with over 45% of total employment being in the public sector.

A proposed public sector redundancy scheme was announced as part of the Stormont House Agreement. The scheme is intended to “re-balance” the local economy, which is said to be disproportionately dependent on the public sector, which accounts for 31% of total local employment.

The exact number of job losses in the scheme remains the subject of speculation. The DUP Finance Minister Simon Hamilton has announced an initial “closure” of 2,410 civil service posts over the next year but trade unions have estimated an eventual figure of 20,000 job losses. The report also highlighted that the retail and hospitality sectors, which make up the second and third highest sources of employment in West Belfast for example, and which are areas where those made redundant might find alternative employment, are also the sectors with the lowest wages. If so many of our people, the ‘oppressed nationalists’ are being employed in secure long term jobs by the State why are we concentrating all our efforts on destroying it? This was the objective condition faced by the revolutionary movement organised by the republican movement pre-peace process.  The long war was never targeted at the private sector just the State. We know how that story turned out.

The republican movement disarmed and then married into the State to become senior board members in a logical exercise in political thinking. Things are now changing – the British government strategy of supressing the insurgency with above-normal levels of public spending is coming to an end. You could argue that the proposed rebalancing to a private sector based economy is simply the logical extension of neoliberal austerity economics. Yet a more precise argument would have to factor in a change in the political conditions and climate of opinion.

The republican organised insurgency is finished and the peace process leverage once thought to be with Sinn Fein has all but been used up. Martin McGuiness said recently that the Tories just don’t get it like Labour did.  This was a plea for special economic clemency for the North of Ireland.  But it is Sinn Fein that doesn’t get it.  We are no more special than the Greeks.  We surely are in new times.

Austerity and Sinn Fein

sfdownloadThe strike by public sector workers in the North of Ireland on March 13 was significant because the two major parties, including Sinn Fein, were a target of the strike, whether Sinn Fein or even some of the strikers liked it or not.  Sinn Fein obviously didn’t like it because it damaged its posturing as an anti-austerity party and trade union leaders didn’t like it because their strategy is to persuade the parties responsible for austerity to change their minds and try to get more out of the Treasury in London.

The latest multiyear budgetary programme of the Stormont administration is the second austerity programme which Sinn Fein has jointly authored while in office.  The first did not see the job losses witnessed in England, Wales and Scotland but it did see a reduction of around 14,000.  Pay and pension entitlement for public sector workers were also cut.  Along with almost every other public sector worker I have suffered two years of a pay freeze while inflation consistently exceeded the supposed target of the Bank of England and my pension contributions increased, while my benefits were reduced and I will have to work longer to get them.

The much vaunted protection of welfare in the new budget, whatever coverage it eventually has, will come from money taken from other public services, including cuts to education.  As one local newspaper columnist put it – these will include an end to free books for pre-school children, making Northern Ireland the only part of the UK that will not have the scheme.  This will save £250,000 a year, or one third of the £750,000 that 36 Sinn Fein politicians at Stormont paid to a party research company that was unable to show any research.

As also remarked, Sinn Fein’s often boasted politician’s salary at the industrial wage includes industrial scale expenses.  Widespread cynicism exists in ‘republican’ areas at the rise to riches of leading figures identified with the movement.

The much vaunted financial deal that saved the Stormont administration, before the latest crisis, was hailed for delivering an extra £2 billion to the Northern Ireland budget, except that it didn’t.  Only a third of it could be called new, which spread over 10 years is less than a third of 1% of what is spent each year.

The rest is loans or ‘flexibility’, which means that money that is for capital investment can be incurred on day-to-day expenditure.  You don’t have to be an accountant to realise that relying on loans and investment funds to pay for on-going expenses is not sustainable.  Further expenditure is allowed if funded by asset sales, which again is not sustainable, and raises a green light for privatisation.

Such privatisation would leave the lefty credentials of Sinn Fein wearing even thinner.

Not all the capital money will be spent on recurring expenses.  £700m can be spent (in fact must be spent or it won’t be spent at all) on paying off around 20,000 public sector employees through a voluntary exit scheme.  This is a major plank in the opposition of the trade unions but it is not clear that many workers themselves will not take the money and run.  Unfortunately the old union maxim that the job is not yours to sell is long forgotten.  It is obviously completely unknown to Sinn Fein who talk of losing only ‘posts’ as if this is not what is actually wrong about what they are doing.

It is claimed that there will be no compulsory redundancies but the NIPSA trade union has drawn attention to advanced plans to cut 50 jobs, or over half the workforce, from the Northern Ireland Association for the Care and Resettlement of Offenders (NIACRO).  As NIPSA points out, when NIACRO works with prisoners on release reoffending rates drop from over 50% to less than 25%. This has all the hallmarks of the stupid and counter-productive cuts often condemned by Sinn Fein.

The claim to be protecting the vulnerable now doesn’t look so strong.

An amount of £350m will go to capital investment in integrated education, which at least sounds progressive until it’s understood that this doesn’t involve Catholic and Protestant children being educated in the one classroom but actually often means two sectarian-denominated schools being put on the one campus.  The move towards a shared campus simply reflects the fact that sectarianism is becoming expensive.

Rather than signalling the end of sectarian schooling it shows the lengths that will be gone to in order to preserve this apartheid system.  But the sectarian education system also has the support of Sinn Fein.  It would appear that apartheid can be supported in this case if the justification  given for the original South African variety – separate but EQUAL – can be adhered to.

This isn’t even progressive never mind left wing or socialist.

That the new deal means no rejection of the previous imposition of reactionary Tory-Lib Dem policy is shown by the fact that the fines of £114m that had to be paid for not implementing the welfare cuts in 2014-2005 must be paid now, and the £100m loan required to balance the books in the same year must also be paid.

Last but not least the new financial arrangement allows the local administration to lower corporation tax, once again supported by Sinn Fein.  Their thread bare justification for this is the harmonisation of an all-island economy.  In fact, along with many republicans’ support for Scottish independence, it involves mutual competition of small states in a race to put more money into the fat pockets of mainly US multinationals.  Were the policy to succeed the London Treasury has stated clearly that the Stormont regime will have to pay it for its losses.

All of this passes Sinn Fein by.  It clings to its claims to be anti-austerity purely on its partial opposition to cuts in welfare benefits.  Its populist politics is revealed by its approach that workers are victims and its most vulnerable members should be given some form of protection by a benevolent state.

The effect of privileging one section of the working class above another is always to undermine and weaken its potential political unity.  In this case the potential unity of the working population and those on benefits, who are always the subjects of divisive attack by right wing forces.   By limiting its proclaimed anti-austerity agenda to support to some on benefits it plays into the divisive claims of these right wing forces.  Sinn Fein appears happy to see austerity delivered to those in work while proclaiming great concern for those who are unable to or cannot work.

The interests of the working class as a class and as a political force independent and opposed to the state are alien ideas to a purely nationalist movement.

Unfortunately it is also alien to the leaders of Ireland’s trade unions and their new proclaimed support for Sinn Fein is proof of this.  At the Sinn Fein Ard Fheis – that is even before Sinn Fein’s renewed expressions of concern for welfare claimants – the Irish Congress of Trades Unions President, Jack Douglas, extolled Sinn Fein’s adherence to the union cause.  That is after the austerity budget the Northern unions were calling a strike against!  A week or so earlier the leader of Ireland’s biggest union SIPTU, Jack O’Connor, hailed Sinn Fein as a potential partner of the Labour Party in Government. The same Labour Party that has been implementing the Troika austerity agenda it was elected promising to oppose.

The performance of Sinn Fein in office in the North is a stark warning of its future role in the South but the record of Sinn Fein in the South is ample demonstration itself.  It was Sinn Fein who voted for the bank bailout that made the debts of the speculators the millstone round the neck of the workers.  Its ‘leading role’ in the resistance to austerity today is to identify itself with the campaign against water charges while seeking electoral advantage from it.  Beyond seeking votes from the campaign it has no strategy to make the campaign a success.

A couple of weeks ago an economist from Goldman Sachs claimed that the biggest threat to the Irish economy was that Sinn Fein would keep its promises on its opposition to austerity.  He needn’t have worried.

I remember around twenty years ago attending a meeting in Conway Mill on the Falls Road during which time Sinn Fein was trying to get into talks with the Unionists, who were refusing to engage. I asked Gerry Adams what he expected to achieve from such negotiations when the Unionists wouldn’t even talk to him.  A United Ireland he said.

Well we all know how that worked out.

Workers strike against austerity in the North of Ireland

20150313_130323-1Tens of thousands of workers went on strike across the North of Ireland on March 13 in protest against cuts in jobs and services implemented by the devolved administration in Stormont.  The local administration is imposing the austerity agenda dictated by the Tory-Lib Dem coalition in London.  The strike was particularly successful because transport workers, including on the buses and trains, took part as well as those in the civil service, health and education.

Observance of the strike was good and pickets and rallies had respectable turnouts.  Workers have suffered a long period of declining living standards and are clearly willing to declare their opposition.  It would be a mistake however to exaggerate the stage we are at in the development of this struggle.  A glance at the numbers voting for strike action in a couple of the biggest unions involved shows the distance yet to go to build a strong and active movement.

In the trade union NIPSA, covering staff in Government departments and other bodies as well as admin and clerical staff in the health service, 52.9% or 4,201 voted for strike action in the civil service side out of a membership of around 20,600, with the health service side having an even lower turnout.  Not all of the membership was called upon to strike but the vast majority of members were affected.  In UNISON, with a membership mainly in the health service and some in education ,3,181 voted for strike action in a membership of around 40,000, again not all of whom would have been called upon to vote but a majority of whom would have been affected.  The strike had sympathy among the wider population but this finds no expression in organisation.

Many on the left have demanded another strike and have claimed that the recent ostensible U-turn by Sinn Fein on welfare cuts is a result of the strike.  However this would be to take the Sinn Fein position at face value, or rather take them at their word, and exaggerates the effect of the strike.  While it focused opposition to austerity, and can lay the grounds for a deeper campaign against it, the actions of Sinn Fein are not so much a reaction to the strike but the wider feeling of opposition to cuts.

The strategy of the trade union leaders is to lobby and put pressure on local political parties so that if the next Westminster election results in a hung parliament local politicians can demand and negotiate an end to, or at least an amelioration of, austerity imposed in the Northern Ireland.  It therefore takes as given the continued position of these parties and resists any project of setting up a political rival.  This is on the basis that to do so would inevitably require a position to be taken on the constitutional position of the Northern State.

Such a party would inevitably have Keynesian policies of greater state activity in taxing and spending.  In other words salvation would be presented as arriving from the state, so the programme of any such labour or workers’ party would very quickly run up against this challenge.  No autonomous development of the party would be possible.  It is now some years since a labourist project was attempted and the last one that set up the current political arrangements was an embarrassing failure.

The strike was however noteworthy because it was carried out explicitly against the policies of the local Stormont Executive, the centre piece of the peace process and the ‘new’ political settlement.  It also took place against the background of another ‘crisis’ in the process, with the whole financial arrangements of the local administration thrown into doubt by a late Sinn Fein withdrawal of support for the budget because the deal to preserve it did not fully cover the cuts in welfare that were to mirror ‘reforms’ in Britain.

Sinn Fein therefore paraded its anti-austerity credentials, which the media took to be another late intervention by Gerry Adams to shore up the anti-austerity stance of the party in the South of Ireland.  Sinn Fein faces a general election in the South within the year.  The party is riding high in the polls on the basis of this perceived position and it would not look good if it were seen to be implementing austerity in the North while claiming to oppose it in the South.   Sinn Fein therefore ‘supported’ the strike even if the strike was clearly against the budget it had just approved as a major part of the local administration.

This support was invisible in the well-attended rally in Belfast city centre on 13th and is based on the party once again talking out of both sides of its mouth.  A long established practice.

This most recently saw an outing through Sinn Fein’s vocal support for the Catholic teacher training college St Mary’s, which was threatened with cuts by the local administration.  The cuts were proposed by the Alliance Party Minister responsible who was simply implementing the reduced budget given to him by Sinn Fein and its Democratic Unionist Party partners.  The sectarian aspect of this support was lost on no one as similar cuts were to be made to the ‘Protestant’ teacher training college at Stranmillis.  In the end the two biggest sectarian parties – Sinn Fein and the DUP – got together to overrule the Alliance Party Minister.

The last minute opposition to the welfare arrangements therefore doesn’t inspire the view that Sinn Fein are a principled opponent of austerity but rather smack of an opportunist change of tack.  At their Ard Fheis in Derry the weekend before they dropped their bombshell the leader of Sinn Fein in Stormont, Martin McGuinness , was proclaiming great satisfaction with the deal and congratulating the party on how well it had done in the re-negotiated financial settlement with the British Government.

At the very best their new found concern means that they hadn’t done their sums right or had been rather easily hoodwinked by the DUP; or perhaps that they had re-evaluated the calculus of staying with the welfare cuts programme as it was going to develop – thus facing the flak when it was put into practice – as against provoking another ‘crisis’ and the fall-out that would then ensue.

That this was all a bit last-minute became clear from the Sinn Fein media performances to explain its change of approach.  One prominent spokesperson on local radio refused to say it was a question of money when it could hardly be anything else; then it was claimed that it would cost over £280m to put right before this became translated into a round figure of £200m when the round figure it would appear closest to would be £300m.  Unionist claims that it was clear in the deal that not all the benefit cuts would be covered by mitigation measures in the budget, and would not be permanent for new claimants, seemed more convincing.

Nevertheless, the row over the extent of the funds to cover cuts in welfare matters to those welfare recipients affected who are indeed, as Sinn Fein says, some of the most vulnerable. It doesn’t in the least affect the fraudulent nature of Sinn Fein’s anti-austerity posturing.

The Politics of the Anti-Water Charges Campaign – Part 2

The demonstrations against the water charges last Saturday showed that the Right2Water campaign is supported by local groups in towns and cities right across the State.  This grass-roots organisation is a reflection of the strength of feeling among the working class and is its greatest political strength.  It is not the creation or front of one or other, or even the whole collection, of political groups although they are deeply involved.

It is united in total opposition to the charges and to the tactic of non-payment and it should expect to be challenged by the State on both.  Concessions by the Government will be offered in the next days and afterwards stronger tactics will be employed against those who remain in opposition, if they can be sufficiently isolated.  This is always the way it works.  Every carrot is followed by a stick.

The various organisations involved in the campaign have put forward their own perspectives for the way forward.  By looking at the leaflets given out at the demonstration last Saturday I want to review what they are proposing.

Sinn Fein put out a leaflet ‘Stop the Water Charges’ which promises to reverse water charges when in Government, which rather admits it will be in some form of coalition with one of the capitalist parties after the election.  Otherwise it has little to offer those who want to see the charges scrapped.  Simply waiting for a new Government on the other hand is something that would paralyse and then kill the campaign.

Sinn Fein claims in the leaflet that it blocked the introduction of water charges in the North.  As Eamonn McCann noted in his article in ‘The Irish Times’ I referred to in the previous post – all four main parties in the North have claimed the credit for not introducing water charges.

Eamonn McCann claims “that it was a mass non-payment campaign that prevented the introduction of water charges by Stormont in 2007.” As someone who went round doors helping to organise meetings and speaking at them I know this is, unfortunately, not true.  There were numerous campaigns but none of them had a mass character and lots of signatures on a pledge of non-payment doesn’t make a mass campaign.  Meetings were usually small and when candidates from the Left stood on anti-water charges tickets they generally got the same derisory vote they always got.

The parties in the new Stormont regime did indeed refuse to introduce water charges because it was very unpopular with their own supporters, and it was something that they could manage without – so they did mange without.

The Socialist Party leaflet doesn’t mention it’s a Socialist Party leaflet but hides itself, as usual, behind some party front; this time it’s the ‘We won’t pay Campaign.’  Since it already dominates the Anti-Austerity Alliance, this method of organisation it appears wedded to wouldn’t seem to be useful even to the SP.

The leaflet is however very good at putting the case for non-payment and explaining the position of the State and the legal implications of the tactic.  It looks back to the successful water charges campaign in the mid-1990s but provides no indication that the lessons of more recent failures such as the anti-bin tax campaign have been assimilated.

The Workers Solidarity Movement leaflet also argues strongly for non-payment and advises on the real situation that non-payers will face.  It is also honest enough to explain the counter-measures that the State could adopt to thwart the non-payment tactic, but then also points out the problems this would give to the State.

So the State could deduct the charge from wages or benefits but this would require a change in the law and would make it impossible to privatise Irish Water, which they say is the primary reason for imposing water charges.  On this I am unconvinced.  Charging is necessary in order to raise revenue to reduce the budget deficit, meet demands from the Troika and get the debts of the company and its future debts off the Government’s balance sheet so its debt ratio looks better.  Direct State intervention to make deductions from salaries and benefits go against this project whether privatisation is hoped for in the future or not.

That the amounts might today be relatively small does not invalidate this view but does raise the point that retreat on the issue by the Government would not involve an enormous monetary cost.

In any case we should not lose sight of the fact that it is under public ownership that this attack on workers is taking place and it is under public ownership that the water service has been a disgrace with flooding, poor water quality and leakage at atrocious levels for years.

Public ownership is a euphemism for State ownership and is misleading because the public don’t actually own it and don’t, as we can see, have any say over how it is managed or run.  There is no need to bum up the benefits of such ownership when it’s not the socialist alternative.

With this in mind, calls for a referendum to prevent privatisation might allow some to avoid taking a strong position on opposing the charges.  It is not that surprising that Jack O’Connor appears on the television supporting the call for a referendum while SIPTU fails to back the Right2Water campaign.  SIPTU members should challenge its leadership on this failure and anti-water charges campaigners should stand outside Liberty House demanding the union’s support.

The Socialist Workers Party issued a leaflet from its own political front – People before Profit, practicing the politics of feeble reformism that it condemns in its other publications.  It has its own euphemisms that it uses to straddle the contradiction.  So it calls for ‘people power’ instead of teaching Irish workers that the people are divided into classes and that the power and interests of the working class are different from those of the people who belong to the capitalist class.

This way of approaching politics allows the issue of class to be side-lined and, for example, the class nature of the state ignored, so that the State can be called upon to provide solutions; such as their leaflet calling for taking ‘Ireland’s natural resources into public ownership’.  Like Irish Water?

The leaflet also appears to call fort a general strike on 10th December but doesn’t have the courage of its convictions to say so.  On the usefulness of this demand see a previous post.  It calls for a ‘revolt’ but it’s not clear if this means revolution or is something short of it and what this might be.

The fear of using socialist terms to define socialist concepts and therefore a socialist programme and strategy sits in opposition to what appears as a hyping of the existing struggle.  So the leaflet says that ‘the battle against water charges is part of a wider revolt.’

If only it were.

Its importance however is not that it is part of a wider revolt, but that it is the exception to the rule of general working class passivity and acceptance of austerity.  Its wider political significance is actually that it might herald the start of a wider resistance.  But then the question is how do we achieve this, or can we?  Not that it already exists.

The article in ‘The Irish Times’ noted that one reason behind the anti-water charges campaign was that the people cannot “give any more” and “the people have been pushed too far.”  The Workers Solidarity Movement leaflet notes that ‘hundreds of thousands of people are now saying ‘No More’”. In other words many workers have decided that they won’t pay this bill.  They have not decided to stop paying the price of austerity they are already paying or perhaps new ones that will heaped on them in the future should the new boom prove temporary.

If the strength of the campaign is its local organisation then an effective national campaign structure would help to leverage that strength to support activity in weaker areas or where no campaign currently exist.  Above all such a structure should provide for democratic accountability to the members of those speaking for the national campaign.  It would provide the means by which a collective view can be determined and publicised on such things as the response to whatever partial concessions the Government dreams up to stifle opposition.

At this stage it would not appear to advance the overall struggle against austerity to demand that the campaign take on wider objectives.  It is clearer however that at some stage it should.  The best grounds on which to do so would be success in defeating the water charges.  Such a step however needs preparation now for an extension of the objectives of the campaign down the line.

Fighting tax increases, cuts to public services and cuts to wages and welfare will not be easy and the tactic of sitting tight involved in ‘we won’t pay’ is obviously not an answer to these.  A debate on what we are for and how we might build it is also just as necessary, if not more so.

A second tactic is to stand in elections and electoral intervention is now the favoured method of moving forward by Sinn Fein and most of the Left groups.  The latter confidently argue that the former will betray the hopes of their supporters, and Sinn Fein’s support for austerity budgets in the North is all the confirmation one needs for this argument.

Unfortunately the Left’s own claims are hardly consistent either.   They regularly denounce the capitalist state but their programme fully relies on it doing what they want.  On this blog I have posted numerous times on how their support for capitalist state ownership and taxation of the rich are not socialist and won’t work.  In other words they would effectively end up betraying their supporters were they in office just as effectively as Sinn Fein.  Sincere intentions don’t enter into it.

At the more immediate level the Left does not provide an example to follow.  The anti-water charges campaign relies on unity and agreement on total opposition to the charges in any form.  Any sense by its supporters that it did not respond to their feelings and demands would see it lose support.

Unfortunately the Left has a culture of manipulation and a lack of critical and free debate within its ranks.  It regularly calls for workers’ unity while being utterly incapable of unity within its own ranks.  In fact in this respect it has gone backwards, with the demise of what limited unity there was in the United Left Alliance.  It is simply incapable of containing within its present organisation and politics any mass radicalisation of workers.

A potential for radicalisation arises from the sudden upsurge against water charges, posing the need for increased organisation and politicisation of the campaign.  A victory is possible, giving rise to the possibility of further advances and the need to debate now how these could be achieved.

Rape, Republicanism and Revenge

2014-10-28_new_4232679_I1A Belfast woman, Maíría Cahill, whose great-uncle Joe Cahill helped form the Provisional IRA in 1969, has claimed in a BBC programme that she was attacked and sexually abused by a much older IRA man from the age of 16 for a period of 12 months in 1997.

She has accused the Republican Movement of trying to force her to keep quiet about the rape and holding a “kangaroo court” in which she was interrogated about her claims.  “The only word I have for it is interrogation, because that’s exactly how it felt.” The IRA investigation lasted six months and included a face-to-face meeting with Cahill’s alleged abuser.  “They told me that they were going to read my body language to see who was telling the truth and that they were going to bring him into a room.”

She says that she was discouraged from going to the police, in line with Sinn Fein policy at the time.  When she did go to the police the prosecution authorities ensured that it was IRA membership charges that were first taken against the alleged rapist and those involved in the IRA investigation.

When these charges collapsed the prospect of conviction for rape also reduced so she withdrew support from the remaining trials.  She signed a withdrawal statement but maintained her claims of sexual abuse and her claims against the four people accused of subjecting her to an IRA interrogation. She also accused both the police and the Public Prosecution Service of failing her.

What we have then is the story of a rape victim who received no justice from the movement she supported and none from the state, which appeared, as usual, more interested in a political agenda than the concerns of a victim.

The case has become news just as an inquiry is to take place into child abuse at Kincora children’s home in east Belfast in the early 1970s.  It is widely suspected that the British security services colluded in a cover up of the horrific abuse that took place in the home in order to gather intelligence in pursuit of their dirty war.

The hands of the state when it comes to the North of Ireland are literally dripping with blood.

Not unexpectedly however most attention has been directed to Gerry Adams, who Cahill says she met to discuss her rape.  At this meeting she claims he suggested to her that abusers were so manipulative that they can make the abused actually enjoy their abuse.

Adams has rejected this and claims that he asked another female republican to tell Cahill to report her experience to the police.  Cahill in turn has argued that the idea that a senior republican would ask her to go to the police to give information against not only the IRA accused but also the IRA investigators as “absolutely ridiculous”.

The accusations against Gerry Adams come shortly after the conviction of his brother for abuse of his daughter, Gerry Adams’ niece.  Gerry Adams was again accused of doing little or nothing, failing to report the allegations to the police and of concocting a frankly incredible story regarding his own knowledge and actions.

Maíría Cahill continued to work for Sinn Fein even after her abuse and was briefly a member of the Republican Network for Unity, a political organisation very critical of Sinn Fein’s support for the police. She subsequently moved to support a campaign against former republican prisoners working in the new Stormont administration and she now declares her full support for the authorities and the police. She has also sought and received the public support of the leaders of Unionism and of the Southern capitalist parties.  As a result Sinn Fein has accused the latter of seeking political gain from her tragic experience.

Gerry Adams has subsequently given a very general apology on behalf of the IRA for its failures in the area of abuse, acknowledging that it had, on occasion, shot alleged sex offenders or expelled them.  The latter has raised a storm of protest from Southern politicians that the republican movement has in effect repeated the crimes of the Catholic Church by moving abusers about the country, free to abuse again.

The publicity surrounding the Maíría Cahill case has also brought out numerous allegations of IRA protection or leniency towards abuse by their own members in comparison to brutal treatment of others.

For Adams the disbandment of the IRA means there is no “corporate knowledge” to draw on in the Cahill case while he admits that the IRA was “singularly ill equipped” to deal with sexual abuse, although it presented itself as the alternative state for long enough.

So what are we to make of this?  One take on it is that what we are seeing is the politics of vengeance that does society no good.  The political ‘zig-zags’ of Maíría Cahill may obscure the political significance of her case but its significance is salient not only because of her own demands but also because of the other cases which the publicity she has generated has brought into the open.  In other words we are not simply dealing here with one person’s tragic experience that has no wider social significance.  This wider significance goes beyond the political impact of her case on the fortunes of Gerry Adams and Sinn Fein.

With regard to the latter we can lament her reliance on the state and any illusions on the justice to be received from it but in this respect the political significance of Maíría Cahill’s pursuit of justice through lobbying establishment politicians and the state, and her criticism of the handling of her case by Sinn Fein, is immeasurably less than the republicans own capitulation to the state and their embrace of it as the providers of justice.  Their treatment of Cahill is also of greater political significance given that they are a major political party seeking office, and the fact that this treatment appears to have been meted out to others.

Even in terms of her own particular situation, she was and is obviously caught between the devil and the deep blue sea.  She initially sought justice from the movement she supported and was betrayed.  The most charitable interpretation is that they let her down but having let her down they stand condemned for having abused and betrayed her.

And now she wants vengeance? As Leon Trotsky said “the feeling of revenge has its rights.”  It is not the case that she has no demands other than this.  She wants others put in the same position by the Republican Movement to come forward. She wants republicans to admit the truth of her claims and she wants help for her and other similar victims. These goals appear to me to be entirely supportable even if her road to achieving them is not. But, as I have noted, she initially chose a different road.  It is not difficult to understand how, given her circumstances, she chose the course she is now on.

The Socialist Democracy article noted above correctly argues that justice “can only be asserted by the self-organisation of the working class and oppressed” and that “to win justice we have to rebuild the self-organisation of the workers, not give backhanded support to the state and the mechanisms of class oppression.”  But this is hardly a task that one woman could be expected to take on board herself and if she did not see it as an option this reflects the current near invisibility of it as a practical option for her.

Which brings me to the political lessons that socialists must learn from this and similar episodes. The article states that “the IRA was a revolutionary nationalist army . . . the idea that it could effectively investigate rapes is ridiculous.” Yes indeed, just like the idea that it could defeat British rule.  Except it claimed it could do both and organised an armed campaign that assumed responsibility for both, a responsibility it has not properly accounted for. Instead the Republican Movement has rewritten the past (it fought for ‘equality’ not for ‘Brits Out’) and has relied on the British state to place it into its new arrangements for imperialist rule.

But let’s pause for a second to ask ourselves how an army, even an ‘army of the people’ could possibly represent an alternative state?  What sort of state would it be that is defined by, conditioned by and ruled by an army?  It’s not that the Republican Movement couldn’t help itself when it came to dealing with questions routinely addressed by the capitalist state, including rape allegations, but that Irish Republicanism has always elevated armed actions above political struggle, the liberation of the oppressed by the oppressed themselves.  When it has stopped doing so it has stopped being in any real sense republican.  It reminds one of the saying that you can do everything with a bayonet except sit on it.  Guns are no answer to fundamental social and political questions.  The singular in Adams’ “singularly ill equipped” can only truthfully refer to republican militarism that it embraced until it was defeated.

For Marxists it should be a salutary lesson that political programmes defined by what they are against; defined by ‘smashing the capitalist state’ are only progressive to the degree that the working class has built itself a democratic and viable alternative.  Too often this is not at all the case and justification for particular political positions is often reposed on the argument that it will split, weaken or smash the state while doing nothing to advance the organisation or political consciousness of the working class as the alternative.

Whatever political weaknesses that Maíría Cahill may have, they pale beside those of her abusers who must ultimately be held responsible for the trauma of which her political odyssey appears as an expression.

The arrest of Gerry Adams

images (6)When Gerry Adams was arrested for the murder in 1972 of mother-of- ten Jean McConville Sinn Féin claimed it was “political policing. The arrest of a high profile political leader during an election could hardly be anything else.  That the intention to question him was notified by the Police Service of Northern Ireland (PSNI) to the highest levels of government in advance and that this government tells us it is keeping Washington informed is simply confirmation.

Yet when it comes to explaining what this political policing amounts to, Sinn Féin’s Martin McGuinness claims lamely that the arrest is due to a “small cabal” of police officers, “an embittered rump of the old RUC (Royal Ulster Constabulary)”.  McGuinness claims that other police sources have described these people as the “dark side”.

So it’s not really political policing but a “rump” that presumably can be dealt with.

Yet Sinn Féin hasn’t asked for this but just a vague wish that the episode is “resolved in a satisfactory way”.  Meanwhile the party will continue to “support the reformers who have made a massive contribution to policing” while saying that if it “does not work out the way that it should” the party will review the situation “in the context of continuing with a positive and constructive role in a vitally important peace process”.

However the press conference at which all this was said was really about a threat to reverse its previous political support for the PSNI, an event that would precipitate yet another crisis in the never-ending peace process.

But how can Sinn Féin complain of political policing when it supports this policing?  How can it issue vague hopes that everything turns out ok when it also claims that policing is accountable?  Why is it threatening to withdraw support (in a very vague and indirect way) when it can hold the police to account for its actions?  Why doesn’t it just do that?

Graffiti has gone up in West Belfast attacking “Boston College Touts” (informers), i.e. those who gave their accounts of their own and Adams’ involvement in the IRA and its abduction of Jean McConville to the American institution , the acquisition of which may be the basis of his arrest.

Yet how can these people be touts when Sinn Féin supports the PSNI and has called for everyone to give the police whatever information they have on the actions of republicans (i.e. the dissidents)?  The hypocrisy involved is as staggering as it is completely unselfconscious.

McGuinness claims that “Sinn Féin’s negotiations strategy succeeded in achieving new policing arrangements, but we always knew that there remained within the PSNI an embittered rump of the old RUC (Royal Ulster Constabulary).”  Yet it never made any qualification when it announced its original support for the PSNI.

Does this mean it only supports part of the PSNI or only partly support the PSNI?  Which part? How is everyone else supposed to know which part to support?  How would it and everyone else partly support the PSNI?

How can such a situation exist when Sinn Fein is in government?  How could the brilliant negotiators of Sinn Fein agree to a deal to support the police without getting a guarantee its leader would not be lifted for allegations made years ago?

Why is Sinn Féin making such an issue of Adams’ arrest when it never threatened to withdraw support from the PSNI when the PSNI spent months allowing loyalist crowds, led by the UVF, to disrupt everyone else trying to get home during the flags protests?

Why did it not threaten to withdraw support when these illegal parades were allowed by the PSNI, in fact the PSNI met with organisers to arrange them, and not do so when these parades attacked the small Catholic area of the Short Strand?  Only this week a judge found the PSNI (all of it, its leadership included and not just some “rump”) guilty of failing to enforce the law when it came to illegal loyalist parades.

Again these last few weeks drunken loyalist paramilitary mobs have taken down legal election posters and put up their own flags on main roads in Belfast,  right in front of police stations, while the PSNI has told local residents on no account to take them down.  Is it only Sinn Féin’s leaders who must be protected from the “dark side”?

And why indeed should Adams be protected?  He denies any responsibility for Jean McConville’s killing but then he also denies ever being in the IRA.  Other former IRA members, with unimpeachable republican credentials, have admitted their involvement and claimed Adams was in on it.

As the recently deceased IRA member Dolours Price put it “I wanted very much to put Gerry Adams where he belonged and where he had been. We had worked so closely with him, on many occasions and taken orders from him on many occasions and then to deny us, particularly after we had been through such a harrowing experience in prison … we were offended that he chose to deny us as much as he chose to deny his belonging to the IRA. To deny it is to offend those of us who partook in what we partook in.”

The message on the hill overlooking Belfast calls for the truth about the British Army murders of 11 people in Ballymurphy in August 1971, an enquiry into which has just been rejected by the British Government, but the same demand can apply to Adams.

But bad as these questions are for Sinn Féin none of them get anywhere near the biggest problem it has.   And this problem is that Adams would not have been arrested if the British Government had not given it the ok.  The political policing of which Sinn Féin speaks is not the actions of a “small rump” but the actions of a state.

That Sinn Féin should peddle the line of ‘sources’ within the PSNI that what is involved are the actions of “dark forces” against the reformers, “the many progressive and open-minded elements” of the PSNI that McGuinness hallucinates, is to swallow the old good-cop bad-cop tactic that old IRA men must have been warned about if caught or arrested.  That this is now the line of Sinn Féin shows how far it has travelled and so low it has sunk.

Swallowing and parroting this means buying into the designs of the British state just as much as swallowing the good cop line gives you the bad cop result.  What this means has been signalled by the British Government.

Recent speeches by Teresa Villiers, the NI Secretary of State, have glossed over the refusal of the Unionists to accept the deal offered by US diplomat Richard Haas, and supported by the British state itself,  and have conciliated their intransigent line, which itself is a play to extreme loyalism.  So the crimes of the state, never investigated with any seriousness it has been revealed, are even more to be airbrushed out of existence and instead it is the crimes of the “terrorists” which must be centre stage.  The role of state forces in sponsoring these terrorist gangs will of course also be occluded.

So the past will more and more become the one imagined by unionism.  Parades? Well the Parades Commission has given every evidence that its restrictions on loyal orders can be ignored with impunity.  Getting a form of words that ends with the same result might not be difficult given even a minimal willingness of loyalism to engage with Catholic residents whose neighbourhoods they parade in.  Flegs? Well we have noted the PSNI’s preference to let drunken loyalist mobs put up whatever symbols of intimidation they want.

That about completes the Haas agenda but even these do not signal the end game and this too is coming more into focus in a statement of Villiers.

In a speech widely reported, but the reporting of which missed its most significant element, Villiers anticipated the rewriting of the political deal on which Sinn Féin can claim success.  She foresees the “evolution” of the power-sharing institutions towards them having an opposition.

The whole point however of these institutions is that no one is in opposition, in particular nationalists are not put into opposition by unionists who have not demonstrated any capacity to act in other than a sectarian fashion.

It’s put in the usual honeyed words:

“The third way in which politics could be moved forward here is through the evolution of the devolved institutions.

Let me be clear, power sharing and inclusivity are enshrined in the Belfast Agreement and the government is not going to undermine any of those principles.

. . . Yet at the same time nobody can plausibly argue that the institutions must be set in stone for all time.

Political institutions the world over adapt and change.

As the founding father of modern Conservatism – the Irishman Edmund Burke – once put it:

‘A state without the means of change is without means of preservation.’

And there are inherent weaknesses in a system in which it is very difficult to remove one’s rulers by voting and to choose a viable alternative.

That’s why this government is clear that we would welcome moves that facilitate a more normal system at Stormont that allows for formal opposition, so long as a way can be found to do this which is consistent with power sharing and inclusivity.

But we also believe that if or how this happens really has to be primarily for parties in the Assembly to take forward, not least because it is so firmly within the Assembly’s competence to deal with those matters that might characterise an opposition, such as speaking rights, financial assistance and committee chairmanships.”

So at the moment the British Government would be quite happy for the Stormont regime to have parties outside Government if this was accepted by these parties, if it was voluntary.  No longer is this anathema, no longer is such a suggestion the antithesis of what the new arrangements are about.  Now this is both a viable and even preferred destination.

But of course it has to be voluntary.  Since having the nationalists in opposition is the primary objective of unionism such a policy stance is not so much a disinterested, absent-minded meandering on possible future directions as an incentive for unionism to get nationalists, or at least Sinn Féin, out of Government, “voluntarily”.

This is not actually the preferred British solution but it is testimony to how far it will go to keep unionism inside the existing deal that it floats ideas that while mollifying unionism actually increase instability.

That it only undermines the deal more and more by emboldening unionism and feeding its triumphalist agenda demonstrates only the continuing contradictions within the imperialist settlement – continuation of a sectarian state and sectarian political arrangements while hoping that this sectarianism can be made innocuous or at least reduced to an acceptable level, just as there used to be an “acceptable level of violence.”

So the incentive for unionism is to continue not to work the existing institutions while seeming to maintain a modicum of good faith, obstruct and provoke Sinn Féin as much as it can without damaging itself and hope that the sheer impossibility of Sinn Féin putting up with its obvious powerlessness gets the right reaction.

Unfortunately for them it is perfectly obvious that Sinn Féin will cling to the Stormont regime like grim death with no humiliation too embarrassing and no rebuke too severe for it to walk away. Sinn Féin will hold on to the appearance of power even when this appearance has gone.

But if clinging to the trappings of office becomes the main objective the point of actually having it – making changes – grows ever less important.  Being in office in the North is important for Sinn Féin getting into office in the South and it believes that it being in office in both Irish states on the centenary of 1916 will be a powerful symbol.

Indeed it will.  It will symbolise that the party has realised its strategy but that this strategy is ultimately a failure.  A Sinn Féin in government in both partitioned states will still leave both partitioned states in place.  Sinn Féin will simply sit over both.  Should it stay in office the sight of it doing so will prove no more remarkable than the sight of Sinn Féin toasting the Queen of Great Britain.

How quickly can illusions be shattered.  Fresh from congratulating themselves and being congratulated by the chattering classes for its wearing of white tails and standing for “God save the Queen” the acceptance of the privileges of the British monarchy is rammed home by her state exercising its powers as it sees fit.

Why toasting the symbol of oppression should lessen this oppression or limit its exercise can nowhere be explained by Sinn Féin.  When one swallows the toast there can be little complaint when one has to swallow a whole lot more.

Whatever the outcome of Adams’ arrest the whole exercise is a brutal demonstration of Sinn Féin failure and it will cost it in the long run.  The grounds for creation of an alternative are clearer but unfortunately there is no sign yet that any such alternative is arising or has some progressive working class content.

What the Haass talks failure tells us about Northern Ireland

bruegel3The failure of the negotiations chaired by the US diplomat Richard Haass is a significant failure. This can be seen for three reasons.

Firstly there was widespread initial expectation that an agreement would be reached – these talks are always carefully choreographed and why else had the Democratic Unionist party and Sinn Fein set it up?  .  Later it was equally widely assumed that some fudge would emerge.  In the event no agreement was reached.

Secondly, all the participants declared that the talks were not a failure; all keen not to be seen to be the party responsible for the failure.  If they were unimportant this would not have mattered.

Lastly their importance can be seen by recognising why they were required in the first place – because the issues they were to deal with have led to a year of low level conflict and proved the last bit of grit that was gumming up the works of the Stormont administration.  Over the last year it has been increasingly impossible to maintain the pretence that the governance put together by the Good Friday Agreement was working even minimally.  Ministers were taking each other to court, the smell of corruption was getting more rancid, meetings were not taking place and one representative from the DUP tweeted her approval of the killing of a fellow Sinn Fein MLA in Government.

The latter was a direct result of the bitterness created by a year of loyalist demonstrations against the decision of Belfast City Council to fly the union flag over City Hall on only designated days instead of all day, every day.  Apparently this was the last straw; a challenge requiring a demand for No Surrender; a provocation that required movement by not an inch; the final step in the war against the Protestant, Unionist and Loyalist People; one that required that this people stand in defiance because they could do no other.  In other words this supposedly existential crisis, like every other of Irish loyalism, invites ridicule before everyone is expected to take the grossly exaggerated claims seriously before then being gently told by the British State that they should be accommodated.

The three issues that the talks dealt with were the legacy of the past, flags and emblems, and parading.  The past is not about the past but about the nature of the present.  Flags are the symbols that represent this present and parades are the street-level reality of the symbols.

It was widely reported that the talks collapsed because the most extreme fringe of loyalism  that has been behind the flag protests would not accept a code of conduct for parading, something the DUP and Sinn Fein had previously agreed to in principle.  Such a code might have outlawed paramilitary displays and other unacceptable behaviour.  The unionist parties were not quick to deny this.  The right to parade past Catholic areas by loyalist paramilitaries, while they are also engaged in drug dealing, extortion and intimidation – mostly of the communities they live in, is the apparent reason for the failure of the Haass talks.

There is some truth in this despite what it says about the character of the Northern Ireland State, which cannot function with any sort of consensus because this consensus must reconcile itself to the most blatant displays of naked bigotry.  This cannot be too openly admitted but what we see is the proverbial emperor’s new clothes.

Go to any loyalist parade, say on the 12 July, and you will see serried ranks of smug and arrogant suited men (sometimes women) in bowler hats marching behind temperance banners led by uniformed flute bands, sometimes named after a sectarian killer, playing sectarian tunes to the beat of drums pummelled as violently as it is possible.  Surrounding and following the parades will be hundreds of drunken youths in various stages of stupor.  This is what you see and appearance faithfully corresponds to essence.

Loyalist parades contain the worst of the petty bourgeoisie and what Marx would have called the dangerous classes.  The make up of the latter can be seen in newspaper reports of the court cases dealing with those arrested at loyalist parades.  These include middle aged men miles from home who have sunk enormous quantities of beer and cannot remember what they have done.  They include Scotsmen who couldn’t get enough of their sectarian fix from attendance at Ibrox every two weeks following the new Glasgow Rangers Football club but have to come to Belfast to worship at the Mecca of bigotry.  It includes bandsmen whose reason for failing to stop playing sectarian tunes is that they are so illiterate they could not read the feet-long neon signs put up by the police telling them to stop.

Such classes exist everywhere and are a tribute to the worst aspects of capitalist society.  What differentiates Northern Ireland and makes its politics so incomprehensible to outsiders and so intractable inside is that these classes and their reactionary political representatives are sponsored by the State because they are the most vocal and enthusiastic supporters of the State’s existence.  This is not so much important as vital when the existence of that state is explicitly or implicitly continually in question.

The main force behind the crisis thrown up by the flags dispute has been the Ulster volunteer Force, which must have hundreds of members and a few thousand followers.  It has been repeatedly accused of sponsoring the riots surrounding the dispute, especially in East Belfast, and the conspicuous lack of action by the State’s police force has led even supports of the police to question just exactly what it is up to.  Collusion between the police and loyalist paramilitaries is not so much suspected as assumed and mountains of evidence in the recent past has shown the police arm, direct and facilitate loyalist murder gangs.  Even after massacres of plainly innocent civilians agents of the police responsible have had their payments from the police increased.

Most recently murals on house walls of armed UVF men have been painted while the police claim there is nothing they can do about it unless someone complains.  Such action is of course illegal – try painting your neighbours wall magnolia and you will soon find out.  The approach of the Police Service of Northern Ireland however, if consistently pursued, would leave murder as a legal activity unless the victim made a complaint.

The lack of action has emboldened loyalism.  When they come under some political pressure because of their drug dealing (or shooting of a young woman reported to be an ex-girlfriend of a UVF boss)  the police have issued statements, after much delay, to state that although such and such an attack  was carried out by members of the UVF it had not been sanctioned by the organisation’s leadership.  So that’s all right then.  The police present public alibis for the criminals that the criminals don’t even claim.

Just how they know this is rarely asked and never answered. However it is obvious that only by having agents within the UVF leadership could this be the case.  Since the organisation remains largely intact the only conclusion can be that the agents of the police are not there to destroy this organisation but to bend it to the police’s will and this requires that it continues to exist and exercise the  power that it does.  Loyalist paramilitaries have their uses and these aren’t to help old ladies across roads or collect litter.

I have explained before how relatively small loyalist organisations appear to exercise undue influence on unionism as a whole and in this case the failure of the Haass talk’s is put down to the upcoming electoral cycle in which being the most extreme defender of sectarian privilege is rarely the road to failure.

The talks failed not only on the issue of parades but also on that of flags and dealing with the past.  The past includes what all the previous peace process deals have represented – not an accommodation with nationalism but a recognition that unionism had won and thus simply stepping stones to majority rule within the North and the retrieval of all the sectarian powers unionism once held at Stormont.

Close acquaintance with Sinn Fein has demonstrated to unionism that deals can be broken; republicans arrested, threatened and insulted; their ministers taken to court and prevented from implementing policies of their own, and Sinn Fein will do nothing.  Nothing except agree with the DUP to call in a couple of Americans and watch while that DUP walks away from its own initiative.

The DUP now say that what nationalism has agreed is nothing but the starting point for new negotiations that will shift the result further to the right.  And when the unionists don’t like that street mobilisations, stewarded by the armed forces of the British state, will shift things further right again.

In a society in which over 40 per cent are Catholic and many Protestants are shamed by the antics of the Orange Order and repelled by loyalist paramilitaries this might seem irrational.  It leads only to increased political instability in the State they seek to defend.  Only the accommodating position of the British rulers, who are the real objects of unionist pressure, make this strategy continue to appear to be realistic.  Unionism cannot use a modern day B Specials or army mutiny to directly enforce its demands.  It can only succeed where the British allow it.

The problem for unionism is that the British will accommodate the most extreme loyalist actions when it feels it is necessary, and it will provide for increased loyalist privilege, but it will not provoke a crisis that will exclude nationalists from any role in administering the State.  This role can become smaller and smaller but the Catholic population is not prepared to accept a return to the old Stormont regime and this is what unionism wants.

In this situation Northern nationalism is not an opposition but merely an obstacle.  The difference?  With an opposition the possibility of defeat exists or perhaps retreat.  With merely an obstacle the possibility of victory is always there.  Sooner or later the obstacle might be removed.

There is an opposition but both the British State and loyalism are blessed by its character.  Republicanism, real Irish republicanism in the shape of what is termed the dissidents, is the major opposition to both but they have learnt nothing and forgotten nothing from a quarter century of armed action.  Such action has not, cannot and will not achieve its aim of destroying partition.

In the past it played a parasitic role on the political struggle, appearing to offer a more militant road to freedom, but ultimately collapsing into the arms of imperialism.  When the gap between its methods and objectives was eventually closed this led not to a re-evaluation of methods but a ditching of the objective.  The building of a united Irish working class movement North and South and within the North itself is therefore a task for socialism.  Only it seeks the liberation of people, the class that will liberate all classes, while republicans seek the liberation of an as yet to exist Irish Republic, in other words a new State machine.

For republicans workers are instruments for revolution while for socialists they are the subject of revolution.  For republicans workers might sometimes be the best fighters for a Republic while for socialists the liberation of workers is the purpose, the means and the objective.

In concrete reality the adherence to militarism by republicans continues to be the alternative that makes the crumbling peace process – that the Haass talks have failed to shore up – attractive.  The prospect of violent political action that substitutes for a political strategy is not at all attractive, except to ideological republicans irreconcilable to British rule and poorer working class Catholics who have gained nothing from the peace process.

This is not an insignificant support but it is not enough to move to a position that threatens British rule.  Instead its actions appear provocative in that they easily allow the British not only to hold them up as the horrible alternative to their own sectarian stew but also to justify whatever repression they consider necessary.  They also provide threadbare cover to loyalist actions.

In this way the armed actions of republicans have only reactionary consequences.  Whether such provocation is meant or is merely considered an acceptable by-product is ultimately of no importance.  The result is the same.  While socialists must continue to debate with those republicans that might listen on their mistaken road of armed action we cannot do so without patiently explaining their failures, the reactionary consequences of their actions and the alternative strategy.

This alternative involves complete opposition to the sectarian parades of the Orange Order, the claims of unionism to sectarian privilege and the protection of loyalist paramilitaries by the British State.

Reforming the Northern Ireland Economy – A job for the State

CHANGING THE NORTH’S PUBLIC SECTOR

Northern Ireland got a new Finance Minister in August, Simon Hamilton from the DUP, and he made a bit of a splash in his first major speech.

He noted the well known facts that around one third of the workforce is in the public sector and two thirds of economic output is in the State’s hands.  However, instead of simply deploring these figures and blaming an inefficient and bloated public sector he said that the public sector can help the economy grow and not simply hold it back.  He said that what was needed was a reformed public sector that was more efficient.  And who could disagree with that?

Let’s skip for the moment what he means by reform and efficiency.  Surely socialists are in favour of reforms and efficiency? Aren’t we?

Well, the answer has to be yes.  Socialists are in favour of change.  In fact we want so much change that this requires not only reforms, not only radical change, but revolutionary change.  Of course we know the DUP aren’t advocating this but that doesn’t mean we don’t welcome change that involves genuine reform that, for example, improves efficiency.  And yes, we are in favour of increased efficiency.

In fact we are socialists because we believe a socialist society is a higher form of society than capitalism and is higher because, among many other things, it is more efficient.  Such efficiency could eliminate the need for unnecessary work, reduce the burden of work that does need to be done and create enough wealth so that poverty is eliminated and everyone has a standard of living that can satisfy our reasonable needs.

Simon Hamilton also said that he is in favour of alternative models of service delivery – like mutuals, cooperatives and social enterprises.  In other words public sector organisations or companies run or owned by the people who work in them.  What could be more socialist than firms or state bodies owned and controlled by workers?

Some might think this is a very naive approach to what Simon Hamilton is saying.  Surely he isn’t advocating the sort of reforms we would want?  Since when did the DUP become socialist and advocate workers’ ownership as a solution to economic underdevelopment?

Well there is a reason for the above approach and we can appreciate this reason when we compare it to the reaction of the trade unions to his speech.

I got a copy of the speech through a circular by my trade union NIPSA.  The letter from the General Secretary of NIPSA, Brian Campfield, noted the references to different models of public service delivery but said only that the view of NIPSA is that these would be detrimental to the interests of the union’s members and to the general community.

Of course Hamilton referred not only to cooperatives but also to ‘partnering with the private sector’, which is code for privatisation.  (You see! I’m not so naive!)  But this is only part of the story and not the most important part either.

Sticking only to the question of privatisation, which of course we should vigorously oppose, presents only a negative answer.  When our class enemies propose change our answer isn’t that things should stay as they are, but just be funded better.  We don’t defend the current state – or public sector as many call it – we want it changed just as much as we want the private sector changed.  We want the whole capitalist system changed, not just big private corporations but the bureaucratic state that supports and defends the corporations.

Socialists don’t look at the current state as a model for socialism. It’s bureaucratic and undemocratic.  I’ve worked in various bits of it for nearly 30 years and I haven’t had any meaningful say about how I do my work in all that time.  I have a boss, in fact I have loads of bosses, and I don’t have any say over who they are or what decisions they make.  How could this be any sort of socialism?

Socialists are socialists not only because are we against the present set-up but because we actually have an alternative – something positive to say.   So when the DUP says the present state is in need of change the first thing we should say is yes – and here is what it should look like.

It is much easier to be against things but much harder to say what you are for; even harder to explain what the alternative is and harder again to put it into practice.  That’s why when we see an opportunity to say we have an alternative and explain what it is we should grab it.

Part of the current weakness of socialism is that we, like the majority of people, are against how things currently are – with unemployment, inequality, crap jobs and the stress of everyday life – but we haven’t fought for the socialist answer that demonstrates the alternative.

Instead socialists have often been seen as defenders of the status quo – opposing privatisation but not offering any alternative to how the state delivers services, except to demand that it gets more money to do it.  Instead we are often seen as demanding solutions that don’t offer any radical change to the present system.  A better funded and bigger state is often how our alternative is presented, not just by our enemies but by ourselves!

The economy in the North of Ireland is well know as a bit of a basket case and the big size of the state sector is not the cause of it but is an expression of it.  This is also pretty well known by many.  It should be a big clue that a big state is not the answer.

Simon Hamilton thinks the public sector can be a vehicle for changing this situation and ironically the trade unions agree with him.  They just have slightly different ideas about how this can be done.

Socialist don’t agree with this and so don’t agree with Simon Hamilton or the standard trade union view.  In my next article I’ll explain this a bit more by looking at what else Hamilton said in his speech and what the standard left response has been.

STATE LED DEVELOPMENT?

When the new Finance Minister in the North said that the public sector could be a vehicle for developing the North’s economy, instead of being simply a drag, this was welcomed.  But with suspicion that this might mean privatisation.  There was also concern that he was continuing to boast of his party’s record of supporting low taxation.  In response the NEVIN economic think tank, sponsored by the trade unions, called for adequate levels of taxation; that is it was calling for increases in taxes.

What attitude should socialists take to this argument?

First of all we should recognise that states all over the world have involved themselves in promoting economic development, some more successfully than others.  Nationalists of all types are in favour of the nation state promoting its own economy in competition with other states.  For much of the last century this type of political programme was held up as ‘national liberation’. More and more state ownership was and still is presented as socialism.

It is very hard to see how the Northern state could ever be one of the successes.  State led economic development elsewhere has been successful to a point but the Northern State is dysfunctional.  Behind the rhetoric what is being proposed is not state led development but state enablement and facilitation of growth, but it is doubtful if the Northern State could even make progress with this.  Instead it will at best be reduced to attempting to lower taxes and entice a few footloose multinational companies to invest, based on a bucket of state hand-outs.

How desperate this has become was illustrated at the beginning of October when £3.3 million was given to a call centre company to promote nearly 1,000 jobs.  Half already existed, no capital investment was being made by the company and it had previously closed in Derry two years ago with the loss of 1,000 jobs.

The Northern Ireland Assembly hardly meets, it discusses things it can do nothing about and hasn’t a clue about what to do about things it can influence.  The Executive meets but has nothing to talk about since the DUP and Sinn Fein can agree nothing except to give hand-outs to multinationals.  But state led economic development requires much more than this.

It is doubtful if this is understood.  The DUP is a party of small businessmen who see the state and taxation purely as red tape and expense.  The need for the state to provide high class infrastructure and a well-educated and healthy workforce is all far removed from their immediate concerns with ‘how much tax do I have to pay?’

However a recent report by the Organisation for Economic Cooperation and Development records that in Northern Ireland (and England), 16 to 24-year-olds scored  266 on average in a literacy test, which put them third from bottom in a 24-nation league table.  In numeracy, 16 to 24-year-olds scored 257 – putting them fourth from the bottom.

Sinn Fein thinks the economy would be great if there were only one Irish economy rather than two but there is not even an inkling that a united economic state might result in benefits for the larger Southern bit to the detriment of the smaller Northern bit.  It’s called uneven development.

A policy of relying on the state in the north for economic development looks hopelessly improbable not least because the state hasn’t been able to modernise itself never mind anything else.  The new minister, Simon Hamilton, announced the creation of a new Public Sector Reform Division but there is no strategy.

It is recognised that innovation comes from people but in his speech all he can do is ask the question – “and how do we motivate our public servants and unlock their ability to innovate?”

Don’t expect an answer.  Workers won’t get paid any more and they won’t be trusted with ownership or control over their own workplace or job.  And if you’re not trusted to control your own job how could you be trusted to make truly transformative changes to society?

One ideological supporter of capitalism once wrote a book with the interesting title ‘Why most things Fail’.  It noted that most companies fail sooner or later.  While the capitalist state will accept that this or that capitalist enterprises can fail there is one capitalist undertaking that cannot be allowed to fail, ever, because it protects the rest.  That is the state itself. Only the most trustworthy can be entrusted with state power which is why the DUP and Sinn Fein don’t really have it.  What they have are the powers of a glorified council and they don’t even exercise the powers they have.

If workers were really to be given the power to develop a new economy there would still be many failures but the powers unleashed would ultimately lead to a new society.

This however isn’t the model of state economic development on offer or championed by any nationalist party.

The Northern state has failed but unfortunately for Sinn Fein so has the Southern State.  The nature of the capitalist state everywhere is that it cannot give workers the autonomy or freedom to take risks, innovate and try to change society, for example by promoting workers’ cooperatives.  Such economic power might sooner or later form the basis of a rival political power.

In other words state led economic development is nothing to do with socialism, which is the power of the working class.  And ‘national liberation’ tells us that the key problem is liberating a state in the oppressed nation instead of liberating the working class of the oppressed nation from the state – foreign and domestic.

This means workers have no interest in supporting many of the measures usually associated with such a programme, including tax increases, which will inevitably hit them hardest, or supporting local industry against foreign as if it was somehow ‘ours’.  Socialism is not the growth of the existing state or its accretion of more and more powers.

Simon Hamilton’s proposals on privatisation are widely recognised as bad news but the bureaucratic state is not the alternative.  If the Northern economy shows one thing it shows this.
