Dáil tactics when there is no Left Government

Dail images (13)With protest politics in single issue campaigns being inadequate to stem or reverse austerity, and with a party building strategy based on electoral intervention, there is no doubt that the obvious prospect of no left Government arising from the general election that is closing in leaves the Left with a problem in explaining what they’re going to do.

The Anti-Austerity Alliance proposes the following:

“In the case that no left programme for government can be agreed, but a government could be formed without the establishment parties, our TDs will vote in the Dáil to allow the formation of that alternative government. While we would not participate in a government without a left programme, we would allow that government to come to power and then vote to support measures that benefit working-class people and oppose ones that do not.”

Whether this addresses the problem satisfactorily we shall see.  First we should note the absolutely crucial role the project of forming a left Government plays, for the AAA says immediately after the above that:

“At the same time, we would seek to build a mass movement outside the Dáil to put pressure on the government to deliver on its promises and to achieve a genuine left government as soon as possible.”

It is not therefore just that protest politics on its own presents limits to potential impact, or that electoralism has eaten into any former recognition of the limits of parliamentary politics on transformational change; it is clear that forming a Government sitting at the top of the state is the route to their ultimate political objectives.  Since immediate achievement of a majority in the Dáil has never been possible and success in getting a few TDs elected can no longer be presented as success the problems of being a minority in the Dail unable to form an administration have to be addressed.

This is especially so given the enormous economic and political crisis that has hit the Irish State over the last 8 years or so.  Following scandals that robbed the political establishment, state institutions and the Church of much legitimacy the financial crisis saw the State go bankrupt in order to bailout bankers  who were exposed as treating the people with complete contempt.  The Irish State lost any pretence at undivided and exclusive sovereignty through the arrival of the Troika and austerity saw large reductions in peoples’ living standards, compelling tens of thousands to emigrate.  After all this the failure to elect parties no different from those that presided over the crisis, plus voting to endorse austerity by EU Treaty, have been blows to the Left view that their combination of protest and electoralism offers a long term alternative.  And here I will ignore the Left’s habit of always posing its answers with regard only to the short term.

The AAA says its TDs will allow the formation of a Government that does not contain the establishment parties – Fine Gael, Fianna Fail and Labour Party, but does this mean it will vote in the Dail for it or simply abstain? It then says it will vote to support measures that benefit working-class people and oppose ones that do not.  What if a proposed budget (for example) includes both?  What if voting against a measure will see this government fall with the likely alternative being formed by the establishment parties?

With a non-left Government in place there will be no pretence on its part to be introducing a non-capitalist alternative.  Does the AAA think it correct to keep such a Government in office?  How would their political responsibility in doing so be justified?  What measures by this Government would see the AAA vote against it regardless of the consequences in relation to its replacement?  Who would make such decisions?

If it would in effect allow a non-left government to remain in office how can it oppose an alliance with the trade unions in Right2Change on the basis that such an alliance will include Sinn Fein, when Sinn Fein would inevitably be in the non-left Government that the AAA would allow to be formed and would support in certain votes?  That it will not form an alliance is based on the claim that SF in government “will make compromises with the system . . .  that will undermine the whole basis of the initiative and lead to a dead end.”

Since socialists in parliament are obliged to vote for measures that benefit or strengthen workers, no matter who proposes them, it does not appear that the AAA is saying anything very new.  Except that it will be taking political responsibility for letting that Government take up office in the first place, and this on the basis that it is not formed of ‘establishment parties’, which is hardly a very rigorous political distinction on which to make such a judgement.

All this may be academic as at least one of these parties will be in government following the elections.   The main point is not that Dail tactics may be unclear and messy but that the admission that such tactics are now considered means the strategy of forming a left Government as the answer to the political challenges faced by workers will shortly be revealed to be worse than academic.  Worse because the reformist logic behind this perspective will not only not have any purchase on reality after the election but will prevent elaboration of a debate on what a socialist strategy should be.

That the logic of the AAA strategy is reformist is made clear by the passage quoted above – “At the same time, we would seek to build a mass movement outside the Dáil to put pressure on the government to deliver on its promises and to achieve a genuine left government as soon as possible.”  Such is the role of the workers – to put pressure on the capitalist politicians and then replace them with other better politicians.

All this being the result of “ mass movement”  does not make it better but in so far as it becomes the fixed and certain political perspective of the workers’ movement it is a strategy bound to mislead.

To be clear: there is nothing wrong with putting pressure on capitalist politicians and a left Government is preferable to a right-wing one.  The point is that this pressure should arise from a strategy of building up working class power and seeking to exploit a left Government to facilitate this further.  This is not the same as this pressure and a left Government actually being the strategy itself.

So why is this misleading?  Well the Socialist Workers Party, which leads the People before Profit electoral front, has written a short article setting out the history of the failure of such initiatives based on the traditional Marxist analysis that the capitalist state cannot be reformed, even with a left government sitting on top of it.  I will look at this in the final post.

The exclusion of Sinn Fein from the idea of a Left Government

demo imagesSince there isn’t going to be a left government elected in 2016 the left has seen itself with two challenges.  Firstly how to defend themselves against the charge that it is they who are the barrier to such a prospect through ruling out an electoral alliance of some sort with Sinn Fein and the trade union organised Right2Water campaign and secondly, how do they explain their electoral strategy without a left Government; a plan B so to speak?

As I have argued in the three previous posts, the left programme for Government and that advocated by the Right2Water campaign are not so dissimilar and if they were serious about a broad alliance that included Sinn Fein there would have been more of an effort to pursue an agreed platform and having done so seek to split the trade unions from endorsing Sinn Fein if this effort proved fruitless.  The cause of the failure could then be held up as warranting the split of the unions from their endorsement  of the Sinners.  I have argued the grounds for the latter are narrow, although from my point of view this justifies more the creation of a different platform than accommodation with Sinn Fein.

The Anti-Austerity Alliance has attempted to do some weak imitation of this in a statement:

“The AAA is part of Right2Water and we believe that R2W and the trade unions behind it have played a very important role in mobilising people on many mass demonstrations.  We accept the positive intentions of the trade unions in initiating Right2Change but we believe having Sinn Fein at the centre of a new anti austerity political movement is a major mistake.”

The statement then goes on to make a number of points about the weak tactics of Sinn Fein in the anti-water charges campaign, their role in imposing austerity in the North, their signals to Fianna Fail (FF) that they may go into coalition with them and their own much more radical policies and reliance on working class self-activity.  Finally they bum up the potential for a left-led electoral intervention, dropping a figure of potentially 30 per cent support into the discussion.

As far as tactics go, tactics are tactics and not a strong basis to refuse alliance.  The criticism of Sinn Fein’s role in the North is bang-on; the question of coalition with FF would not arise if there was a wider left alliance and their claim to much more radical policies is not nearly as strong as they would like to believe.  Certainly, as the analysis of their budgetary proposals goes, it is a question of differences of degree only, which are important but not in themselves enough to rule out an alliance.  As for the question of workers’ self-activity – in the left’s strategy this the consistent practice of sponsoring campaign fronts consisting of protests over single issues.  The broader strategy remains one of electoral success backed up by such support outside, workers self-activity is therefore strategically subordinate.  And as far as the prospects for success go, the figure of 30 per cent is not a promise, not a forecast and not an analysis or fact on which to decide what has to be done.

In answering the specific questions posed by the Right2Change they argue as follows:

“Does the AAA support the Right2Change policy principles?

The AAA generally supports the reforms outlined in the policy principles. We believe that for these to be realised will necessitate going much further than the projected spending increases in the Fiscal Framework Document. These reforms are reasonable and necessary and provide the opportunity to win mass support for the radical change that is needed but they are beyond what the current system can offer.

Does the AAA agree now to form a progressive government based on this platform if the numbers allow?

The AAA is open to participate in government but not a government that includes any parties associated with austerity or a government whose policy is based on operating within the strict fiscal rules set by the EU or capitalism. We want a government that will scrap the unjust taxes and charges and reverse the draconian austerity cuts that have been implemented; a government that immediately sets about the transformation of the economy on the basis of democratic public ownership of the key sections of the economy to ensure people’s needs not profit is the basis of society.”

What this means is that the AAA is not in favour of a left Government but what might be called an anti-capitalist Government in which case an alliance with Sinn Fein does not arise, and neither for that matter does an alliance with the trade unions in the anti-water charges campaign

In so far as the AAA pretends to an alliance with these trade unions it is on the basis that agreed reforms have simply to be made more extensive to inevitably lead to a break with the EU and capitalism and the working class that voted for these reforms will carry along supporting this break.  The left Government leads and the working class follows or, in the very left version of this strategy the left leads the workers in militant action that leads them to elect a left Government that the working class follows.  Not much hangs on the difference.  In either case the working class is expected to be a bit slow in realising that when it votes for reforms it really gets revolution, of a sort.

Except it won’t be getting socialism.

As Leon Trotsky so accurately put it “it would of course be a disastrous error, an outright deception, to assert that the road to socialism passes, not through the proletarian revolution, but through nationalisation by the bourgeois state of various branches of industry and their transfer into the hands of the workers’ organisations.”

In essence the policy of the other organisation on the radical left, People before Profit (PbP), is no different from the Anti-Austerity Alliance:

“Sinn Fein is sending out conflicting signals. They talk about forming a ‘progressive government’ but also indicate that they are willing to join in coalition with Fianna Fail or Labour, provided they are the larger party. In view of the position we stated above, they

* would have to rule out coalition with the establishment parties –something they are very reluctant to do.

* would have to agree to an increase in corporation tax – even though they tried to reduce it in the North.

* would have to agree to writing down Ireland’s debt rather than just asking permission from the EU.

* would have to stop promoting austerity in the North while opposing it in the South.

* would have to join the active fight against water charges by promoting a boycott.

Working people who want real and significant change should query Sinn Fein on these issues.”

The PbP policy has all the strengths and weaknesses of the former but it combines it with its own political confusions which I will look at in the next post.

How left does a Left Government have to be?

AAAdownloadThe weakness of the left’s strategy is revealed in the proposals upon which they would proclaim their difference from Sinn Fein and their preference not to seek a common platform.  If we look at the Anti-austerity Alliance (AAA) proposals for the 2016 budget we can see this illustrated in a number of ways. The gap in the strategy of the Left, evidenced in the AAA proposals, therefore also raises the question of how left the policies of a Left government have to be.

But first there is the reluctance of the AAA to accept that there is an economic recovery and one that many have benefited from, if only to the extent that the cuts appear to have relented.  Of course, that the rich do best is a permanent result in capitalism.  The issue here is not that the rich do best but the view that “for us, for working class people, for the majority of young people, unemployed people, pensioners and small farmers – there is no recovery.”  (AAA)

But this isn’t true.  Unemployment has fallen, and not just as a result of emigration, and wages are beginning to rise again while taxes are no longer increasing as before.  These things matter to people and go some way to explaining why there will be no left Government elected in 2016.

Stating otherwise allows the opponents of socialism to claim that socialism is politics for the poorest only.  It sits comfortably in right-wing rhetoric that socialists are only interested in those at the very bottom of society as opposed to better off or better placed workers.  It makes poverty the issue rather than the class inequalities and class divide in society.  It does not make one more of a socialist, or revolutionary, to deny that capitalism can improve the living standards of workers in particular ways, within particular limits and with regular crises that threaten the lifestyle that workers have slowly tried to create for themselves.

Worst of all, it fits with the view that socialism is created not out of the strength of the working class – that it has employment, that this employment is often skilled, that society is dependent on this skilled labour, that the working class is increasingly educated, and that it is not on desperation and oppression that socialism will be built but on hope, expectation and confidence of the working class in its potential power.

Above all, the unity of workers is based on shared interests regardless of more or less temporary differences in status and income.  The income inequalities within the working class are barriers to its political unity while the reformist emphasis on redistribution ignores what all workers share regardless of levels of income.

Poverty, unemployment and marginalisation are most important from a political point of view because they present barriers to a common class identity and unity.   Denying what little improvement there is robs whatever else is said by socialists of some credibility and it is not necessary to deny the growth of capitalism in order to argue for its greater failure and the need for an alternative.

When we move to the programme of the AAA the gap in the perspective of the left becomes apparent.  In proposals to repudiate the debt the case of Syriza’s attempt to renegotiate the Greek debt is recalled.  While it is proposed that “a left government in Ireland would demand a negotiated write-down of debt to a sustainable level” it is acknowledged that “if as the Greek experience indicates seems likely, it did not have success at the negotiating table, it (a left government) would then turn to the option of repudiation.”

The proposals state that this would involve an audit of the debt and that “it is reasonable to estimate that such a debt audit repudiation would result in a reduction of the total debt to at most 50% of GDP.”  The issues this proposal throw up – of opposition by the EU and of private capitalist measures that would be taken in retaliation, in other words of everything that makes this option a challenge, is unexplained.  The unwillingness to state how this would be successfully implemented and the opposition to it defeated hides an inability to explain how it could be carried out.

No amount of rhetoric will hide the failure to explain what needs to be done to implement the policy.  In a previous post I have looked at the lessons that the Greek experience might teach us, which elicited some discussion, but none of the potential lessons touched upon there are presented in the proposals of the Anti-Austerity Alliance.   Unfortunately problems are not overcome by ignoring them.

A second area in which purely reformist perspectives are evident is in the proposals for ‘Public Investment, Jobs and Decent Work’.  Here it is argued that “the state should not only be willing to employ people in public services, but rather should also invest and create jobs in “wealth creating’ sectors of the economy – construction, communications, natural resources.”

This proposal cannot be confused with the demand for employment presented in the Transitional Programme written by Leon Trotsky, which was written to “deal with the present catastrophic period” and which was not a perspective for long term development of the (capitalist) economy.  It was required in order to protect the working class “under the menace of its own disintegration.”  Its purpose was not primarily to protect living standards or to provide a long-term solution to the ravages of unemployment but was necessary because “the proletariat cannot permit the transformation of an increasing section of the workers into chronically unemployed paupers, living off the slops of a crumbling society. . . Trade unions and other mass organizations should bind the workers and the unemployed together in the solidarity of mutual responsibility.”  Its purpose was plainly mainly a political one, to put the workers in a better position to take over society, not to confuse such measures with socialism itself.

The proposal is mistaken not only on the grounds of principle, that it proposes, and expects, that the capitalist state  could “provide the investment necessary for the creation of a an economically and environmentally sustainable recovery”, in other words a more efficient and effective capitalism, but that its proposals are concentrated on development of infrastructure that private capitalism has been so bad at providing almost everywhere and on which it has often relied on the capitalist state to provide.  In other words state investment in infrastructure is complementary to private capitalism not a competitor to it, even if state ownership in itself could be so considered, which it can’t.

The specific proposals for investment make this clear, mostly directed to traditional state sectors – a public works programme based on the water and sewerage industries, healthcare and education; childcare and development of wind energy.  All are complementary to existing private capitalist accumulation and are supportive of it.  Even development of the wind industry is already well established and already has state companies at its core – ESB and EirGrid.

The most dynamic industries situated in Ireland are in the ICT and chemicals sectors (including pharmaceuticals).  Encouraging the setting up of workers cooperatives in these would signal a real appreciation of the possibility of a workers’ owned cooperative sector of the economy growing in competition with the private capitalist sector, laying the basis of a future economy totally based on cooperative principles.   But there is no evidence that this has been considered at all.

Finally, the AAA proposes not to raise the corporation tax rate but simply asks that the headline rate of 12.5 per cent becomes the effective rate.  It is obviously aware of the timidity of its approach despite saying that: “by maintaining a regime of low effective corporation tax to entice foreign multinational companies, Irish society pays a heavy price by depriving our wrecked public services of the funds they require to provide decent living conditions for all.”

Given its view of the paramount need to redistribute income from the richest corporations to workers it makes little sense to propose that these corporations incur a tax rate of 12.5 per cent while the lowest income tax rate for workers is 20 per cent (excluding the universal social charge).  The reluctance to even make them equal arises from the knowledge that such a rate would not be considered credible.  The AAA is unable to rebut the claims of establishment society that low corporate taxation is essential for the State’s economic sustainability:

“If it is truly the case – as claimed by the entire political establishment (as well as Sinn Féin, who support not only maintaining corporation tax at its current levels but extending that rate into the North) – that the slightest rise in effective corporation tax, to say fund the expansion our healthcare system and end the scandal of homelessness, would lead to a flight of companies out of Ireland then that is an indictment of their system, not a mark of economic irresponsibility on the part of the Anti-Austerity Alliance.”

So despite stating that “it is not simply a matter of tweaking with elements of the system here and there”; that a “rupture is needed”; “rules must be broken” and “a fundamental transformation of our society  . . needed”, it becomes clear that this rupture lacks foundation, except as a generalised declaration of the existence already of “the wealth and resources . . to deal with all the ongoing problems of the crisis”.

The calls for a “move to a socialist economy, with public ownership of the key sources of wealth, under democratic control of working people, and planned in the interests of the majority”, like the AAA “indictment of their system”, becomes a moral condemnation separated from a programme to achieve the goals desired.

If the AAA cannot have the confidence that multinational capital will not up-sticks and leave upon increased corporate taxes, never mind actively seek to sabotage a left Government’s plans, then what confidence can workers have?  More importantly – what will give workers this confidence to take steps to tax the rich, tax the corporations and slash corporate welfare?  The AAA itself admits that: “as was unfortunately demonstrated in Greece, the wealthy are unreconciled as a class of people to any encroachment on their privilege. . . . the rich . . . will attempt to do whatever it takes to avoid paying for the crisis in their system.”

Unfortunately the AAA comes nowhere near explaining just what “whatever it takes” means, or whatever it takes would mean for the working class to defeat this capitalist resistance.  A radical left Government that truly sought to introduce a socialist society could not do whatever it takes, and this wouldn’t be mainly because of the opposition of capitalism, but because socialism can only be the creation of the working class itself, not a left government sitting atop a capitalist state.  If multinational capital struck against a radical Irish state this state is not capable of taking over the production vacated even if it were able to sell internationally what it produced.

This demonstrates in a very practical way how reformist notions of a state-led transformation of capitalism into socialism cannot work.  Only working people themselves can take over production and organise it on a cooperative basis.  Only workers can implement a radical restructuring and development of a cooperative economy and only they can replace, if necessary, the production vacated by fleeing multinationals.  That no significant section of Irish workers sees this as a possibility, as a mission, is why they buy into the fear that to challenge multinational capital too hard would only invite a retaliation they would be unable to cope with.

All this is why the creation of workers’ cooperatives is so necessary – in order to establish in the minds of workers the realisation that they can own and control production themselves; that they can create their own firms, provide their own jobs, develop their own products and markets, and impose their own discipline in the workplace.  On such a basis the failure of capitalist production will more and more witness a successful rival that, as the cooperative sector grows, would provide a potential alternative to it, one based on more than simple propaganda or agitation.

This alternative would involve the realisation of workers that their future lies not in sacrifices for the capitalist system but the development of their own cooperative sector to cover the whole of production.  In this rival sector of working class power all firms would be under the ownership and control of their workforce, all jobs their creation and all products those that workers see a genuine need for.  Within this sector of the economy their own discipline would determine the relations of power which would more and more come into conflict with the relations of power across the rest of society.  Such an exercise of power would see them shed illusions in the neutral role of the state and would see them stop looking to the state as the solution to all their problems – a state that they can never control and that can never reflect their interests or will.

Unfortunately the AAA like many others present the state very differently, as all its proposals demonstrate.  I will not dwell here on whether its devotion to the capitalist state as the vehicle for socialist transformation is a result of electoralism, which posits a left government at the top of the state as the key task, or whether worship of the transformative power of the state makes pursuit of a left Government the only rational objective.  But even the AAA sometimes can’t help expose the contradictions in its whole approach, as when it states that: “the contrast between the state’s efforts to publicise its corporate welfare schemes and its miserly approach to social welfare claimants could not be starker, or more revealing of the capitalist interests the state exists to serve.”

So if the state exists to serve capitalist interests why would it tax a resistant capitalist class, provide jobs for workers and strengthen their bargaining power; attack corporate welfare; countenance the replacement of private capitalist investment for its own and agree to a programme that clams will lead to socialism?

Perhaps some defence of the AAA proposals is possible by recalling its statement that “the purpose of the Anti-Austerity Alliance budget statement is to give an illustration of how things could be organised differently – how the wealth exists to provide decent living standards for all.” Except that what it holds up is more than an illustration but is proposed as an important step on the road to a socialist society.  Of course socialists should not oppose the measure proposed by the Anti-Austerity Alliance but only because their implementation, even partially, would make taking the right steps on the right road to working class power easier.

One purpose of the examination of the AAA proposals has been to demonstrate that the conception of change held by the left is not so very different from that of Sinn Fein; one based on state led economic development directed by a left Government with popular support.  In the next post I will look at further proposals to separate the left from the Sinn Fein by People before Profit and what approaches the Socialist Party and the Socialist Workers Party have for dealing with the situation after the election when there will not be the left Government they seek.

The gap in the strategy of a Left Government

ireland IT map-480x360In the first part of this post on a left Government I stated that I did not believe that it was going to happen in the coming elections and also that this left a strategic gap in the perspectives of the left.  The fixation on electoral intervention and its potential success are therefore misplaced.    I have argued many times before in this blog that the reformist politics of the Left is inadequate to the objectives it professes to advance.

The focus on achieving a left government as the key to fighting austerity, and implementing policies that would mean a fairer capitalism, are misguided and bound for ultimate disappointment.  To put the argument at a very summary level: they fail to target the foundations of the capitalist system and avoid what is the root of the working class alternative.  The foundation of capitalism is the ownership of the means of producing everything we consume and rely upon for a remotely civilised existence by a separate class of capitalists and the resulting necessity of the working class to sell their labour power in order to earn the money to live. Workers do not own the product of their labour because it belongs to those who also own the means of production.

This is ABC for Marxists but unfortunately it is not carried forward to argue that the means of production should belong to the workers and thus support for measures that lead to this workers’ ownership of production, such as the formation of workers’ cooperatives.  Instead the Left argues for increased state ownership and argues that democratic control of the state and/or workers’ control under state ownership makes their programme different from the frequently employed policy of capitalist nationalisation.  I have argued differently here and here.  I have also addressed some arguments against workers’ cooperatives that are often advanced by the left here and here.

The Left’s alibi is that a revolution will accomplish the necessary transfer of property ownership, although this ignores a lesson of the Russian revolution that state ownership of property is not the same as workers’ ownership.  It also leaves the idea of a revolutionary approach, not as something that can grow today (before culminating in a transfer of power through creation of a new workers’ state after the capitalist one has been destroyed) but as something for the future, between now and which all sorts of very non-revolutionary methods are acceptable, if sometimes not actually desirable.

Because such non-revolutionary approaches are not in themselves fundamentally different from more or less radical alternatives that seek to reform capitalism a problem arises in distinguishing the proposals of the left parties from those of parties that do not seek to break from capitalism, such as left liberals or in Ireland – Sinn Fein.  As I have argued, this also leaves a strategic gap in perspectives aimed at fundamental transformation of society.

Again to summarise: without adequate preparation and prior strengthening of the working class through building strong trade unions, parties and workers’ cooperatives the fundamental break from the  diktats of capitalism becomes much harder and workers themselves,  as witnessed recently in Greece for example, are unwilling to consider a revolutionary leap.

Strengthening of the state, through state ownership and growing its power by increased taxation and spending does not increase the power of the working class but often leads to increased working class dependency on it.  Such dependency is something that should be argued against, not encouraged either directly or indirectly.  Workers doing it for themselves should be the maxim, not least because state initiatives proposed by the left are almost always national ones that are at best nationalist solutions.  It’s why nationalisation is nation-alisation.

Capitalist state ownership is not socialism and democratising the state does not make it socialist.

On practical grounds the reform of capitalism is easier to consider and to implement when the particular capitalist state is both strong economically and has greater political and social capacity to mobilise and organise wider society.  The relatively weak fundamentals of the native Irish economy reproduced also in the machinery of the Irish state, reflected in its endemic corruption and lack of developmental capacity, make the reformist development of a strong reforming state and dynamic economy less credible and more difficult to achieve.

This was the fundamental problem facing Syriza in Greece when it sought to confront the demands of the European Union led by Germany.  There was no strong Greek capitalism that it could rely upon both to increase the costs to the EU of any measures it might take against Greece or strong economic base on which to venture an alternative international economic strategy outside the EU.   This weakness of Greek capitalism is reflected in Greek consciousness through support for the Euro even while this was portrayed by many as the source of its disaster.

images (12)Similarly in Ireland the weakness of Irish capitalism is reflected in Irish workers acceptance of sycophantic policies towards the richest global corporations while suffering austerity themselves.  It is why the ability of the Irish State to set a low corporation tax and defend this policy against other countries’ opposition is held up as the peak of Irish sovereignty and is by and large accepted as such.

The latter view is in turn reflected in the policies of the left, which proposes not to raise the corporation tax rate but simply ask that the headline rate becomes the effective rate.  The existing rate of 12.5% thus lies below the rate of corporation tax that Thatcher found acceptable in Britain – when she resigned it was well over 30 per cent.  Such modesty must have an explanation.

This is only one aspect of the various proposals of the Left to increase state intervention which, of necessity, take into account the capacity of the capitalist economy to deliver.  We will see this again and again in the next post.

Finally, the necessity for international working class action to achieve socialism is clear when it is appreciated that a radicalised Irish state, even if it was not socialist, would be in a very weak position set against the ranks of the British State, its historic oppressors, occupiers of part of its territory; the European Union and its control of the currency; and the US, not least through its multinationals.  It is well known that the US, in the person of its treasury secretary Timothy Geithner, vetoed haircuts to senior bondholders of the insolvent Irish banks, which would have hugely reduced the burden on Irish workers.

It hardly needs saying that in a socialist society international economic links with the rest of the world will increase and so dependency on the outside world will also increase.  A hostile capitalist world would not see a radical Irish state survive in its radical state very long.

The left’s approach leaves a strategic gap which even the existence of a left Government does not fill because it is not a answer to these problems.  The gap is further evident in the separation (or lack of it) of the left’s proposals from that of non-anti-capitalist forces such as Sinn Fein.  As I have said, fundamentally the difference in proposals between the Left and Sinn Fein is one of degree and not fundamental.  This does not make the differences unimportant but it is not the difference between socialism and ‘progressive’ capitalism.

Prospects for a left Government in 2016

Twenty sixteen will see a general election in Ireland, one that will be a referendum on the policy of austerity and by implication the continued subordination of the Irish State to global multinational capital.  Austerity will be hailed by the Government as a success and the policy of bailing out the banks and bondholders inevitable and unavoidable.  Rising employment and falling unemployment; small reductions in taxes instead of large increases, and small increases in public expenditure will be held up as proof that the return of economic growth is no mere statistical artefact.

The policy of giving enormous tax breaks to the richest multinationals while Irish workers tightened their belt, or left the country, will continue to be hailed as successful and absolutely necessary.  So, for example, the takeover of Allergan by Pfizer will result in hundreds of millions of tax Euros for the Irish State every year and is the latest illustration of its importance.

Yes, times were tough but we had to tough them out, and we did.  This essentially will be the argument of the supporters of austerity and these are the arguments that those standing in the election will have to address.  They will have to present a critique which means presenting an alternative.

Central to this alternative is the idea of creating a left Government.  The strategy of most of the left in Ireland has centred on protest politics through single issue campaigns and building up constituency bases from which to launch a credible electoral campaign.  The ultimate purpose of this is to get a left Government elected because without it there is an enormous hole in the strategy of the left organisations.

Single issue campaigns, such as over water charges, can push back attacks but the bulk of austerity caused by pay reductions, unemployment, tax increases and cuts in services will not be reversed by protest and are the results of the actions of the Government.  This shows how central the perspective of entering government is to the left despite often protesting that it is subordinate to mass action by workers, although it is usually difficult to see by what mechanism mass action will achieve stated aims.

The left in Ireland has now developed to a scale where some electoral success is more than probable and such success can always be relied upon to cover up for deeper strategic failure and political weakness, such as failure to achieve a left Government or to satisfactorily address the arguments for austerity.

There will however be no left government elected in 2016, even by the widest interpretation of ‘left’.  In December the Red C/Sunday Business Post opinion poll put Fine Gael on  32% [+1]; the Labour Party on 9% [+2]; Fianna Fail on 17% [-2]; Sinn Fein on 19% [+1] and Independents/Others on 23% [-2].  Of the last figure, independents were 14 % with the left Anti Austerity Alliance and People before Profit Alliance on 3% and, the Greens, Renua and the Social Democrats all at 2% support.  In other words the three main parties that have implemented austerity are receiving 58% support, rising to well above 60% if we include the smaller right wing fragments of these parties and right wing independents.

Clearly the argument for an alternative has a long way to go. As it is obvious that there will be no left government elected in 2016 the left is beginning to address what the implications of this are.

Most obviously, the immediate prospect of a left government has no credibility if it does not include Sinn Fein.  Of course the idea of ‘the left’ is a purely relative one and in the past has included the Green Party, which implemented the biggest single attack on workers in the history of the State through the bank bailout and consequent austerity.  Sinn Fein itself has dropped much pretence of opposing austerity in the North, where it will implement most of it by itself in a coalition with the most reactionary party on the island, while handing powers back to the Tory Government in Britain to implement the bits it promised to defeat.

The idea of being on ‘the left’ is one easily appropriated and needs a clear context in which to be meaningful, but the traditional left organisations have for a long time sought to describe themselves in ways that they see as more immediately accessible to Irish workers, who have a very weak socialist tradition and low level of political class consciousness.  They have led the way in diluting political descriptions so that all sorts of words are used to replace the traditional vocabulary.  Misappropriation is one price to be paid for this.

There therefore exists a need to identify what exactly constitutes ‘left wing’, requiring a fight over ideas, which will ultimately be determined only when these are allied to a practice that demonstrates what they mean in reality.  The relationship of Sinn Fein to the idea of a left Government means that the left has had to address this in order to retain the perspective of a left Government at the centre of its strategy.

In this series of posts I will look at two aspects of this – what the political weakness is of the left’s strategy and what proposals the two left organisations – the Socialist Party and Socialist Workers Party – have put forward in order to deal with the problems posed to their electoral approach.

On 9 December an article appeared in ‘The Irish Times’ by two TDs from the Socialist Party  about their views on a possible alliance with Sinn Fein in the coming elections.  The Socialist Workers Party has also published an analysis upon which it has constructed a policy on a left Government for its electoral front, People before Profit.

Two things stand out in ‘The Irish Times’ article.  First is the decisive role “of a left Government that can mark a fundamental and radical shift away from a society dominated by the profits of the 1 per cent to one where the needs of the 99 per cent and the environment come first.”

Second is the definition of left Government as one that excludes the “traditional establishment parties” of Fine Gael, Fianna Fail and Labour but which does not immediately reject the participation of Sinn Fein.  Instead, it is challenged to accept the following programme – that a left Government:

“would have to include the reversal of the cuts implemented over the last years, abolition of austerity taxes such as water charges and property tax, investment to resolve the housing crisis and increasing the minimum wage and improving working conditions.  Implementing these policies means prioritising public services and housing over paying the bankers’ debts, shifting the burden of taxation on to the wealthy, corporations and high-income earners and challenging the straitjacket of the EU’s “Austerity Treaty”. A left government would also repeal the Eighth Amendment and challenge the oppression faced by women, Travellers, migrants and others.”

The Socialist Party TDs state that “Unfortunately, we have major doubts as to whether Sinn Féin would agree to such a programme.”  The doubts are justified but this isn’t altogether the point.  There is nothing on this list which one could immediately say Sinn Fein could not accept.  This being the case the task would therefore logically be to fight to get an agreement with Sinn Fein to agree a programme for Government on these lines in order to maximise the chances of such a Government after the elections.

It could be argued that promises from Sinn Fein would be worthless and there’s a long history of broken promises in the North.  However the North isn’t the South and the South isn’t the North and the very fact the anti-republican Socialist Party even raises the possibility of a Government with Sinn Fein acknowledges this.  Challenging Sinn Fein and doing so in front of its supporters would help to either expose lack of seriousness in its proclaimed policies or pressure them to commit to formation of a left Government while setting out clearly the policies on which this would be based.

It could also be argued that Sinn Fein would not be prepared to take the steps advocated by the Socialist Party to the same extent; it would not raise taxes on the rich or increase state investment to the same extent.  This objection however is only one of degree and not fundamental.  If it is considered by the Socialist Party that the commitment of Sinn Fein is too weak it could state what level of taxation and state investment it would see as constituting a minimum anti-austerity platform – certainly for both it will be more than the effect of the 2016 budget, which is estimated to raise household disposable income by 0.7%.

Sinn Fein however has endorsed the Right2Water campaign’s policy principles which are supported by a number of significant trade unions within the anti-water charges campaign.  Again these principles are vague but they do include a commitment to public investment of between €6 – €7 billion in water infrastructure alone, funded through progressive taxation, and they have provided a more detailed document setting out fiscal planning that envisages total spending of €9.4 billion from 2016 to 2020.  This was written in June 2015 and will have come before the most recent economic growth so will probably understate the amount that the authors would commit to.  In any case the amounts proposed appear to be the minimum they considered possible.

The Socialist Party’s own budget proposals contained in the Anti-Austerity Alliance (AAA) statement involve increased expenditure of €12.8 billion funded by increased taxation and savings of €16.4 billion and are clearly more extensive, but again it is a question of degree not of qualitative or fundamental difference.  For all the latter’s talk of “anti-capitalist” and “socialist measures” the budget proposals are in no sense qualitatively different from the former and the AAA budget is put forward only as “an illustration of how things could be organised differently”.

In terms of what is defined as a left Government there appears no decisive difference between the Socialist Party and Sinn Fein, regardless of what more radical ambitions to socialism the Socialist Party lay claim to.  It is what the Socialist Party proposes as the minimum programme for a left Government that is at issue.

Sinn Fein’s manoeuvring around potential coalition with what the Socialist Party calls the establishment parties, particularly the Labour Party, does not absolve the Party from responsibility to test the claims of Sinn Fein  and to fight to win it to a purely left Governmental programme.

None of this should be taken to mean that I endorse the strategic importance of a left Government as put forward by the Socialist Party or the rest of the left, or that I have any illusions in Sinn Fein.  Nor should it be taken that I endorse the measures proposed by the Socialist Party in the AAA budget proposals as essentially socialist, or even the road to socialism – I do not.

What I do believe is that the formation of a left Government in the Irish state would be a step forward for the working class and present much improved conditions within which workers could fight to advance their own organisational capacity and political consciousness.  This means that not only is the possible existence of such a Government important but so also is the programme on which it stands and the programme that it subsequently implements.

To simply damn the whole enterprise as reformist on the grounds that it will not see the overthrow of capitalism (which is true) is to abstain from the political issues as they present themselves and the struggles that are there.  In addition, to condemn the left organisations that proclaim to be Marxist for adopting a non-Marxist approach (which again is true) is hardly sufficient since the bigger question is not the erroneous views of these organisations but the much wider number of workers who are (rightly) looking for an alternative and see this project as involving an alternative (again correctly).

All these considerations matter, even though it is clear there will be no left Government in Ireland in 2016.

A footnote on the pathology of imperialism part 6

We sort of know from the historical record that there have to be potential economic rewards reaped by intervening in conflicts in the region, but as Syria has very little oil and gas compared to some of the others, some political scientists have concluded that the war must be about future access to fresh water.

There has always been more to imperialism than mere economic determination, there is the question of State of power and what that ultimately means. The politics of States in conflict concerns itself with power, yet political theory has trouble explaining what this actually amounts to. The working definition is that a viable State must hold a monopoly on power and no political regime can afford to give it up without a fight, so what is happening in Syria is a tug of war over State power. It is less about the type of regime i.e. a democracy or oligarchy than it is about State power.

What type of political regime comes to hold State power in Syria is of some importance to the people of the region but less so for the external interveners, none of them have democratic intentions or credentials, especially the democrats who form the Western interveners, the recent example of Egypt proves it. The western powers have been nearly coming to blows over who gets to sell the military regime military and police equipment.

Most people say they are sickened by politics, some complain about government policies, some about financial corruption, but everyone is sickened by the lies that come with politics. A few political theorists, for example Hannah Arendt cling to a romantic account of a life dedicated to public service or politics.  She respected, even admired, those statesmen dedicated to politics but still thought it necessary to account for the super abundance of lies that stain the reputations of them all

She once made an argument that philosophers, starting with Plato, had too much sway over our understanding of politics; that they held a negative viewpoint about it, and were too preoccupied with finding the truth to bother with the nonsense of it all.  She worried that if good people refused to care about politics the very worst would have their way with it. She felt that the European Jews suffered so much at the hands of Hitler and Stalin because they wanted to know as a people who took no part in politics. The philosopher Blaise Pascal explained the existence of the works about politics coined by Plato and Aristotle by reminding us that ‘this was the least philosophic and the least serious part of their life . . . they wrote of politics as if they had to bring order into a madhouse.’

What I found most interesting about the Lance Armstrong documentary was the part the intelligent telling of lies played in shaping the story. His story started out with one major lie known about by a few friends to get the cheating process started and it just got bigger and more elaborate.  All sorts of friends had to be inducted into a growing web of lies, new lies to cover up for gaps in the old ones. It is interesting, that I did not think he was abnormal in the psychiatric way of having a personality disorder until near the end of his career as a champion, until he started telling lies on national television about others including friends. It seems that abnormal behaviour does not show up much as any sort of failure in logic or rationality, or an inability to cope with life or anything feeble like that, rather it came to attention just as a proliferation of lies. People began to wonder why there is so much lying taking place.

If we follow the story as a political one, we can say that in democracies, political logic or rationality sometimes goes in the same direction.  A few lies are told to get things moving, maybe some lies are thought necessary to become party leader, then some more serious lies are told to get elected into government, and when in power the politician begins to tell even more lies and the longer they stay in government the more the lies accumulate, until in the end they are often denounced as an out and out liar. How many successful political careers now follow the same path?  The question comes up, why does the quantity and quality of lies keep increasing until the day comes that the public demand a fresh start in the form of a new government or a new political leader?

If we think about the Lance Armstrong case things began on a big lie from the start, although this is not always applicable in politics. What happens is that the rationality, or political wisdom is not well founded at the beginning and then quickly falls apart in a welter of contradictions, or the rationality comes up against the tough reality of the world and can find no solution.  When reason can find no solution the lies begin to substitute for the rationality. The more inadequate the reasoning is, the more lies come to dominate. This might explain why governments fall prey to the need to steadily increase the quota of lies, when the policies that seemed to be grounded in rationality are defeated by reality governments do nothing else but invent lies to cover for the failure.

Imperialist politics comes out worst on this score; as I pointed out earlier the very theories of international relations seem to sanction lying from the very outset. The plan by the western governments to change the regime in Syria has failed, so we are into the failure and lying on an epic scale phase. Recent history is about to be rewritten to suggest that the western governments never wanted to get rid of the Assad regime in the first place, that they never encouraged the foreign fighters, that they were only ever in this conflict to smash Islamic State.

It is still the case that terms borrowed from a relatively unproven science called psychiatry are not generally used to describe the political field. The language of political theory is very stale.  Going right back to Aristotle almost every modern science began with an attempted revolution against this one philosopher. The first to oppose his conclusions were the Astronomers; then the Physicists overturned his physics, especially Galelio and then Newton; then the biologists overturned his account of animals and plants, here especially Darwin. Then in around 1910 the new theories of mathematical logic, starting with Frege, and Russell dethroned his syllogistic logic and his dialectic of categories; it is perhaps surprising that the revolution in logic came so late on. Then closer to our time, the German philosopher Martin Heidegger opened up a tribal battle against the metaphysics of Aristotle or his first philosophy.

What then happened with the politics and the economics of Aristotle, was he not also demolished here? Well in one sense he was but in another sense he was not. The Englishman Thomas Hobbes made the argument that in politics ‘Aristotle was the worst who ever wrote’.  When it came to the choice of ancient Greeks he much preferred the historian Thucydides to the philosopher Aristotle. This estimation is prevalent to this day in that the realist theory in international relations claims to find its own inspiration in Thucydides’ history. However in the mind of Hobbes, none of the ancients were of sound calibre because they had no proper conception of what science is and it was only after Galileo Galilei discovered how to apply mathematics to natural things that we really found out what science could become

It was Hobbes who thought that he was the one in the best position to knock Aristotle down from his ruling perch concerning political and legal education. He hoped to have his own works replace the ones of Aristotle in the best schools and universities. One can also make the case that Adam Smith and his students intended to do the same thing with regard to the science of economics. There could be no science without the imitation of the mathematical method, this is what Hobbes taught. He claimed that his own deductive account of politics was the future because it was based on knowledge of axioms.

The difficulty facing Hobbes and Smith was twofold; Aristotle did not believe that politics, ethics and economics could become a science in the modern sense. This philosopher thought that in science you must let your expectations be determined by the object to be studied.  Some objects are more resistant to scientific research than others and these included human objects.  He did not say that knowledge concerning politics and economics was never to be had, only that the knowledge we do have does not have all the attributes of theoretical knowledge.

The second difficult is that the deductions made in modern social science owe their worth to the fact that the object being studied is skipped over in favour of delight with the method deployed in the study. The followers of Aristotle argued that the new scientific method was implicitly idealist, meaning that the conclusions that are reached are due more to the method used than the object to be understood. This complaint is particularly strong in regard to modern mathematical economics that many believe has lost sight of the object to be understood. Also it was said that if Hobbes succeeded were Aristotle had once failed, then how come hardly anyone beyond his own lifetime agreed with the conclusions he made concerning the nature of good Government. The books of Aristotle were taught in the best schools for 700 hundred years, those of his opponents barely lasted for 50.

The problem we find with Aristotle is not that he did not pass down to us a sound method for the scientific study of politics and economics, rather he did not tell us much about the part played by unsupported dogma in science and crucially about lying and propaganda in political life. The enemy of truth in philosophy is error, the enemy of rationality is incoherence or contradiction, it is not deliberate lying and its soul mates conscious deception, propaganda, advertising and the PR machine. You will not find in the works of the philosophers an account of how these important things came to play such a central role in political life. The small drop of knowledge we have gleaned from the unproven science of psychiatry is of very recent origin, although it might be of some use if it can give us an insight in the twisted world of lies and deceit.

Finally it is not the case that capitalism and its economy is not something that cannot be understood within the bounds of normal reason. There is a rational core in capitalism and even in imperialism that is predictable. We can go a long way in understanding the power struggles of States on the world stage by just following the money. However we have become so used in recent years to following the story of the successes of imperialism that we have forgotten that it sometimes fails. It has failed in Iraq, in Afghanistan and is failing in Syria. When imperialism fails we are often confronted with an aftermath of immense destruction.

This aftermath is also to be easily found in the three failures mentioned. It is the pathology of political failure that we have been concerned with here not with the rationality of the success. The pathology of failure is not just about violence and destruction it is also about lies and deception on an epic scale. And in one way the lies and deception are more important than the violence and destruction, because to move on to the next struggle you have to make people think the previous one was not so bad after all.

I for one am not convinced that the western governments have for one moment really accepted that they got things drastically wrong over Iraq, for a little while they merely pretended that they got it wrong, Tony Blair and George Bush made fools of us all, especially concerning the weapons of mass destruction. They can always offer the sceptical voters a revised or false account of the reasons for the failure, with the rider that we will get it right this time. Lies are very important in politics.

A footnote on the pathology of imperialism part 5 – sectarian war in Syria

Over the summer months we were given to believe by reports in the western media that a more suitable, moderate army might be recruited and equipped to fight in Syria, the army of the oppressed Kurds. For a few months we listened to upbeat stories about how the Kurds were pushing back the Wahhabi fighters, of pictures of liberated Kurdish women not secluded in veils but dressed in military uniforms. This only lasted as long as NATO’s ally, Turkey refrained from attacking the positions of the Kurdistan Workers Party (PPK) and destroying the Kurdish People Protection Units

At the recent G20 gathering to discuss, supposedly, how to beat back Islamic State, we find the same western politicians standing shoulder to shoulder with the political leadership of another ultra conservative Sunni Islamic Party, only this time of a rediscovered ‘moderate’ one, the justice and development party or the AKP, led by what the English Guardian Newspaper likes to call Turkey’s dependable strongman Recep Tayyip Erdogan.

The recent election in Turkey took place at the same as a massive military onslaught on the Kurds was taking place, crossing the international border into Syria. The raid was so big that the Strongman had to go the Americans to plea for a renewal of his diminishing stock of bombs. The strongman is so committed to beating back the Islamic State their fighters were able to explode two massive bombs directed against the AKP and other non-sectarian political opponents during the election campaign

The party of the strongman supplies and equips its own legion of fighting Sunni sectarians across the border called the Ahrar al Sham. The strongman then ordered attacks on Rojava, the free part of Syria held by the Kurdish forces. It was reported in the Wall Street journal that Washington wanted it to be known that it was anxious to keep the territorial ambitions of the Kurds in check to fit with the interest of its NATO partner Turkey, and suddenly stories in the western media supportive of the army of the oppressed Kurds quickly faded away again.

It is generally accepted that Turkey is also buying oil and gas on the cheap from Islamic State. So it seems that the Kurds are not to be the West’s fabled boots on the ground after all. More and more the western governments are looking at Turkey as their agent of change in the region; we will have to wait to see how this turns out.  On the face it one might expect the western diehards to recalibrate their order of priorities, given that they have no willing army to substitute for the seventy thousand Wahabbi mercenaries already fighting and failing in Syria. The conflict is no longer a noble one, between the ‘just’, protesting on behalf of democracy and the ‘unjust’ who want to retain the dictatorship, it is an ignoble anarchy of competing local, regional and imperial interests all wrapped up in a frightful sectarian garb.

Syria is currently divided into at least four political territorial units. There is the part still held by the ‘Arab Socialist’ regime that is being backed by Iran and Russia. There is the part held by Islamic State that is being facilitated by Turkey and still being financed by sectarian backers in the Sunni Gulf States. There is the part that is in the hands of the partners linked to the western allies who still call themselves the Free Syrian Army, even though there is no unified army command any longer, and is endorsed in some fashion by the International Community i.e. the UN humanitarian agencies. Then there is the part that is in the control of the Kurdish factions, which have now to become self -sufficient. I don’t know how it will all turn out.

It should be mentioned that with this example I have only emphasised the strategic pact operating between the Western governments and the Wahabbi theocracy of Saudi Arabi, yet there is another side to the imperialist intervention, the pact between the Theocracy in Iran, the Arab Syrian dictatorship and the ruling element in Russia. The patriarch of the Russian Orthodox Church has claimed that Russia is waging ‘a holy war’ to preserve Christianity in Syria, a view backed by Putin. The Iran regime has called for a worldwide Shite jihad to protect the sacred religious sites of the believers in Syria. The Islamic Republic of Iran has rallied thousands of foreign fighters to protect the golden domed Sayyeda Zaynab Mosque of Damascus which is said to contain the remains of the granddaughter of the Prophet, and who is also the daughter of the martyred third imam Hussein. As many as 5,000 Lebanese Hezbollah have entered the sectarian fight, also thousands have come from Iraq, they all fight under the slogan ‘Bashar is not our concern, it is the Shiites.’ The India media report they think as many as 30,000, Indians Muslims could be involved. For every youtube video and facebook page placed by Sunni fighters there is another put there by the Shiites. If anything the Sunni foreign have met their match on the battlefield at the hands of the foreign Shiite fighters

A footnote on the pathology of imperialism part 4 – Wahabbi Islam

The ruling authority of the Saudi Princes can be traced back to a pact made in 1774 between one dominant Arab tribe and a Shia hating religious sociopath called Muhammad ibn Abdal Wahhab (1702-1792). The encyclopaedia Britannica tells us that :

‘ Abd al Wahhab’s teachings have been characterised as being puritanical and traditional representing the very early era of the Islamic religion. He made a clear stand against all innovations because he believed them to be reprehensible, insisting that the original grandeur of Islam could be regained if the Islamic community returned to the principles as first enunciated by the prophet.’

The pact intended that the clergy would be responsible for all religious-educational matters and the Al Saud warriors would be responsible for all political and military matters, including spreading an interpretation of Islam devised by Add al Wahhab. Unfortunately he describes both Christian and Jewish believers as sorcerers and devil worshippers, although he saved his real hatred for the other Muslim sects ie the apostates.

I am going to defer here to a historian who has written on these matters. I have on my book shelf a best selling book that I bought about five years ago by a historian called Reza Aalan called No god But God : the origins, evolution and future of Islam. He tells us that if it had not been for extraordinary political circumstances, Wahhabism would have passed away as a marginal and superficial sectarian idiocy.

‘Not only was this a spiritually and intellectually insignificant movement in a religion founded principally upon spiritualism and intellectualism, it was not even considered true orthodoxy by the majority of Sunni Muslims. Yet it had two distinct advantages, first it had the good fortune to emerge in the sacred lands of the ARABIAN PENINSULA, where it could lay claim to a powerful legacy of religious revivalism. Second, it benefited from a willing and eager patron, who saw in its simple ideals the means of gaining unprecedented control over the region. That patron was  Muhammad ibn Saud.’

The historian of Islam then tells us some important facts concerning the alliance between the two men, some of it is legend and untrustworthy but what we do know is:

The two men first met as Abd al-Wahhab and his disciples were tearing through the ARABIAN PENINSULA, demolishing tombs, cutting down sacred trees, and massacring any Muslim who did not accept their uncompromisingly puritanical vision of Islam….Abd al Wahhab’s holy warriors burst into the Hijaz, conquering Mecca and Medina and expelling the Sharif. Once established in the holy cities, they set about destroying the tombs of the Prophet and his first companions, including those pilgrimage sites that marked the birth place of Muhammad and his family…they set fire to every book they could find save the Quran. They banned music and flowers from the sacred cities and outlawed the smoking of tobacco and the drinking of coffee. Under penalty of death they forced the men to wear beards and the women to be veiled and be secluded.’

Then when much of the peninsula had been terrorised ‘they marched north to take their message to the Sufi and Shi’ite infidels. In 1802 on the holy day of Ashura, they scaled the walls of Karbala and massacred two thousand Shi’ite worshipper.in an uncontrolled rage they smashed up the tombs of Ali, Husayn and the Imams, giving particular vent to their anger at the tomb of the Prophet’s daughter Fatima.

What happened next was that the Ottoman Caliph sent a massive army to annihilate the Wahhabis. After some fierce battles, the Ottoman army restored the old order, ‘the Saudis had learned a valuable lesson; they could not take on the Ottoman Empire on their own. They needed a stronger alliance. …The opportunity to form such an alliance presented itself with the Anglo-Saudi Treaty of 1915. The British who were eager to control the Persian Gulf, encouraged the Saudis to recapture the ARABIAN PENINSULA from Ottoman control. To assist them in their rebellion the British provided them with shipments of weapons and gold. Under the command of Ibn Saud’s heir, Abd al-Aziz (1880-1953) the plan worked…After publicly executing 40,000 men and imposing Wahhabism over the entire population, Abd al-Aziz renamed the Arabian peninsular the Kingdom of Saudi Arabia….Here there was no debate between Modernists and Islamists, there was no debate whatsoever. Nationalism, Pan- Arabism, Islamic Socialism- none of these vibrant movements had a significant voice in the Saudi Kingdom. The only official doctrine that was tolerated was Wahhabi doctrine, any deviation was violently suppressed.’  

Now here is another BBC  iplayer film for the reader to take a look, it is called Bitter Lake. It tells us something of the still developing story of the connection between western imperialism and the ideological politics of the Kingdom of Saudi Arabia. At about 25 minutes in to the film we are presented with colour film footage of a meeting that occurred at the end of the Second World War, in February 1945 on a warship on the Great Bitter Lake, a part of the Suez Canal, between President F.D.Roosevelt and Saudi King Abd al Aziz. The voiceover says and I am paraphrasing a bit:

‘No one could possibly imagine the consequences of this meeting…The King knew that America needed oil ,Roosevelt wanted to forge an alliance between American industry and the Saudi King…The king was aware that there could be dangers posed to the customs and religion involved…we will take your technology and your money and political protection, on one condition, that you leave our religion alone’

The pact in a nutshell was that America accepted the centrality of an unreformed Wahhabi religion in Saudi Arabia in return for unhindered market access to the oil and gas reserves it required for its industries. The Kingdom of Saudi Arabia represents an extreme form of what Leon Trotsky once referred to as the combined and uneven development of capitalism. A peculiar characteristic is the standing side-by-side in the same place of the very modern – advanced technology – and the pre-modern, ancient religion and barbarous customs

There is an aspect of this that is of some importance for our understanding of contemporary culture, the great divide between theoretical science and distribution of useful things. It is still the case with world culture that many societies appropriate all of the practical successes of science e.g. air travel, computer technology, phone technology, medicines, while blocking out all the theoretical innovations of the sciences that makes the many useful things available to everyone

This occurs even in America itself, most Americans are well clued into the various uses of technology, but a substantial number of them manage to completely neglect the theoretical claims of the sciences. The best example is the theory of evolution; in some surveys up to seventy per cent of Americans have dismissed it as real science. It is a happy accident that for such anti-intellectual people making use of the successes of science does not require them to know or care for the underlying theory. One result is that Wahabbis get to use modern technologies while screening their mind off from scientific theory, like evolution or the big bang. In our time we can experience the successes of science and technology without us making any intellectual effort.

The Saudi King and theocracy then decided that the Arab ‘socialism’ of Egypt’s Colonel Nasser was the new enemy to be contained. He had attempted to defy Britain and France by nationalising the largely British owned Suez Canal Company in 1956. The British and the French sent an army to take back the canal after conspiring with the government of Israel to instigate a phoney invasion of Egypt.

Hoping to take advantage of the instability in Egypt the Saudi’s began assisting the Muslim Brothers – who had been expelled from Egypt and from the other main Arab ‘Socialist State’ Syria. Our historian tells us that ‘the Muslim Brotherhood discovered more than just shelter in Saudi Arabia they discovered Wahhabism, and they were not alone. Hundreds of thousands or poor workers from all over the Muslim world began pouring into the Kingdom to work in the oil fields. By the time they returned to their homelands they had been indoctrinated into Saudi religiosity.’

‘Religious adherence to the Saudi model became the prerequisite for receiving government subsidies and contracts. The vast sums the Saudis paid to various Muslim charities, the foundations they established, the mosques, universities and primary schools they built – everything the Saudis did was inextricably linked to Wahhabism. In 1962, their missionary efforts gained momentum with the creation of the Muslim World League, whose goal was the spread of the Wahhabi ideology to the rest of the Muslim world…since the creation of the Muslim World League, the simplicity, certainty and unconditional morality of Wahhabism has infiltrated every corner of the Muslim world. Thanks to Saudi evangelism, Wahhabi doctrine has dramatically affected the religion of the Muslim Brotherhood, Mawdudi’s Islamic Association, the Palestinian Hamas and Islamic Jihad, to name only a few groups.’

The next episode brings us right up to date. During the American led 1991 Gulf war to turn back the ‘Arab Socialists’ conquest of Kuwait, then commanded by the dictator Saddam Hussein, a small group of alienated Saudi aristocrats calling themselves al Qaeda began to agitate for to return to the original founding doctrines of Wahhabism and turned against the Saudi Royal family itself, for permitting the corrupt treasure seeking American Crusaders open entry onto the holy land of Islam. They then defied the historical authority of the House of Saud by sending mostly Saudi born suicide fighters to crash civilian airplanes into the Twin Towers building in New York, starting a trans-national holy war against ‘Crusader Imperialism’ that has spread right across the Muslim world.

The Saudi rulers have a political/religious interest in common with the west in seeking to destroy the last bastion of ‘Arab Socialism’ in Syria. Western hostility is based on the fact that the regime is allied to both Iran and Russia. However the fighting boots on the ground that the West requires are all too frequently boots supplied with the stamp of the Wahhabi ideology imprinted on them

Today when the Gulf States are asked to explain their strategy to inquisitive western journalists about the removal of Assad and his regime they maintain that they are only financing and equipping foreign legion fighters who are deemed to be moderate in their religious belief. They say they are not helping Sunni extremists and mention various Sunni armies and militias they are not assisting. The distinctions are of little importance for it is the Wahhabi version of the Islam that unites all the fighters directly or indirectly connected to the Saudi political-religious theocracy. The division of moderates and extremists is a disingenuous western spin on the Wahhabi ideology. Behind the endless strife between many factions, micro distinctions and personal rivalries, there stands an intolerant and sectarian ultra conservative ideology.

Those western governments most engaged in the frequent desert military interventions maintain economic and personal ties to the same Saudi political regime that is primarily responsible for spreading the ultra-conservative Wahhabi ideology across the world Muslim community. The Saudi Princes deposit billions of dollars into western banks and investment funds; they maintain investments in corporations like News International and therefore in Fox News; and they buy up prime real estate like hotel chains, gulf courses and other prestigious sporting assets. At the same time they finance Wahhabi schools, build hundreds of Wahhabi Mosques, insist that only Wahhabi trained clerics staff them, and publish millions of books incubating their own very conservative version of Islam. They are estimated to be spending about six billion dollars per year on spreading educational materials. In September it was reported that the Saudi King had offered to build 200 Mosques in Germany to take care of the religious needs of the new wave of Syrian refugees entering the country.  It may be a good idea for the German government to decline the offer.

This brings me back to war torn Syria. If the Western governments are unable to put fighters on the will resort to all the nefarious techniques of cheating and lying to all participants, manipulating political friends, making political promises they don’t intend to keep, blackmailing strategic allies, rearranging the order of imperial priorities, and even arranging minor carnival stunts like the revenge killing of Jihadi John to save face. Killings ground that they can control, then they will fail to realise their primary ends.  Licensing the Gulf Monarchies to supply a foreign legion of sectarian Sunni fighters is no viable alternative. However the sociopath political leaders of the West are unlikely to quit what they started even though the initial plan has been thwarted. They like this attempt to say to a confused public that we are still on top of all this.

A footnote on the pathology of imperialism part 3 – Libya, Egypt, Syria

13920919000462_PhotoIThe violence and brutality exploding out of the conflict raging in Syria has a lot to do with the machinations of western politicians, following the rationality of the sociopath, only until now they have been unable to find political enemies and allies as gullible as found in other places. One probable reason for this failure is that all of the possible partners seem to understand that the Western governments should not be trusted. Many of the primary actors realise they have a common interest, so you would think it would be easy to apply the same routine logic to get to the same end as transpired in Libya, but this has not been realised in practice.

The declared interest of the western political sociopath seems on the surface at least to be clear-cut. First to unseat the political regime of Bashar al Assad; second to establish a pro-western political regime in what remains of Syria, a regime that will put in jeopardy the one next door, the theocratic republic of Iran; third to reduce the influence of Russia in the region to an absolute minimum; fourth to ensure that the political neighbour on the other side, Israel does not have to ultimately intervene if Assad looks like being replaced by something much worse.

Despite knowing the ends to be pursued, the conflict gets ever more confused and chaotic. What relationships do the priorities have to each other? Do they even form a rational whole? Can the priorities be changed in order of importance? Finally, reason can easily come to grief when faced with finding the means to bring into being the prospective end.

Something that is not rational and not yet completely irrational comes to fill up the dark space, something resembling the adjustments made by a sociopath when his plans are exposed to obstacles. The common man’s term for it is, of course, failure but imperialism does not recognise failure as a working hypothesis.

The Western allies began this entire political cycle appearing to be uncertain as to how to respond to the democratic Arab Spring. When it appeared to be happening in Libya they made it clear they were in favour of a popular uprising, so they acted to push it on and help it to victory using air power. When the popular uprising occurred in Egypt they were slow to make up their minds.

It seemed to the outside observer that the western governments were in favour because the reporting in the normally obsequious media was generally supportive of the democratic protests against the dictatorship. But those to the wise always thought the western governments were playing a waiting game, knowing the US government had been supplying the dictatorship with dollars and weapons for decades.

It turned out that the western governments were not in favour of plain old democracy in Egypt. They were quite content for the old military dictatorship to come back to power with a new front on the grounds that the evolving democracy was flawed by the presence of a Islamic Party winning the election. So Islamic extremism serves more than one political purpose, in this case it is a rational case against good old democracy.

With Syria, the western governments were more certain what they wanted.  They were in favour of the popular uprising and there is evidence that they had been assisting the opponents of the dictatorship with money and assets for some time. The problem they faced when things took a violent turn for the worse was the old stumbling block of the United Nations and the norms of international law. It was not just that Russia has had a strategic military presence in Syria for years, which could also veto a UN motion facilitating direct western military intervention intended to tip the balance in favour of the popular uprising.  It was also that the regime of Assad constituted something more than a just a personal dictatorship.

His regime was representative of a substantial section of the population, not representative of a democratic majority, but representative of a privileged minority. This meant that merely killing Assad the individual would not bring about the demise of the Baathist regime. What the western governments really needed was some private army on the ground.

So who will be the boots on the ground?

This has been the heart-rending lament of the western governments and their puppets in the corporate media for the past two years. The western governments have attempted to bring about regime change in Syria without it being their own boots.

They asked their allies in the greater region to solve the problem for them. So a free licence to make war was given to the oil rich Gulf States of the wider region, to recruit the fighters to make up a proxy army acting on behalf of the west in Syria. The weapons were supplied indirectly via the famous Lebanese arms dealers.

Just as the fictional James Bond has a licence to kill, the seven dictatorships of the Gulf led by Qatar and Saudi Arabia have a licence to recruit and equip fighters to do battle in designated zones of strategic interest as they already had in Libya.  It was Qatar that largely financed and equipped that one, in its early stage.

In Yemen the Saudi theocracy is fighting another serious war that is also being brazenly supported by the western governments.  What sort of private war made up of foreign fighters is likely if it is being licensed and equipped by the Gulf Kings and the Saudi Princes?  The origins of the Saudi kingdom may just tell us the answer.

Trade union leaders support austerity? Oh yes they do!

Pantomime season is upon us, where actors go through well rehearsed and sometimes laughable theatrics to keep us distracted in the chilly season, performing roles we have seen so many times we could write the script ourselves.  Familiarity creates half the fun for the adults and innocent gullibility the mirth for the children.  Or at least for some.

A number of years ago a work colleague reported a conversation between two young boys sitting behind him while he was watching a panto with his kids.  “He’s behind you”, roared the children in the audience, only for the object of their warnings to turn round and miss the actions of the dastardly villain about to carry out the nefarious deed.  “Oh no he’s not” exclaimed the gormless actor.  “Oh yes he is!” screamed the children in the audience.  “He’s behind you!” they would roar again and so again would the witless actor turn round to see nothing amiss.  This obviously went on at some length until my friend heard one very well-spoken boy behind him tell his companion to shut up about the “he’s behind you” stuff – “be quiet Roger, the man’s obviously a fool.”

This story came into my head when I read the latest statement from the Irish Congress of Trade Unions (ICTU) about the “Fresh Start” agreement between the British Government, Irish Government and Northern Ireland parties.  The agreement was a stunning exposure of the hollowness of Sinn Fein’s opposition to austerity as it agreed and subsequently praised its agreement to Tory austerity, with less mitigation of the cuts than they had previously denounced as harmful to the most vulnerable.  The rest and larger part of austerity, including job losses, it had simply ignored as it happily implemented the cuts without a murmur of protest.  Shame and embarrassment are fundamentally important human emotions but there is something that Sinn Fein and the Tories share – they don’t have any such feelings.

The ICTU statement is a staged event which acts out opposition that is without even the merit of being funny and which could only be bought as serious if one was a small child, or rather the vast majority of small children.  It sets out ICTU’s support for the agreement even though this agreement is an agreement to implement austerity.  How then do ICTU hope to oppose austerity while supporting the agreement that implements it?

Why, you may as well shout “he’s behind you”, because austerity lies inside, behind, beside and in front of the ‘Fresh Start’ but ICTU will pretend not to see it – “Oh no it’s not! – it’s over there”.  “It’s inside, behind, beside and in front of you!” you might cry, to no avail.  And so it might go on.

As you can see, not half as funny as your regular panto.

The ICTU statement is full of lies and pathetic, vapid declarations of opposition that are a tiny leaf protecting its extremely modest pretence at opposition.  Not so much the naked emperor as the emperor’s naked servant.

So we can’t get past the first line of the statement before we get untruthful nonsense – “Given the critical role of the NI trade union movement in promoting and securing a peace process, Congress views it as essential that our devolved institutions remain intact.”

As a matter of fact it was not the trade unions and their large rallies that created the peace process but the secret negotiations between the British Government and republicans plus the unionists.  Everyone knows this.  All the rallies organised by ICTU did was reinforce support for the view that peace lay with those responsible for the violence.  It is only in the sense that ICTU continues to support the same sectarian politicians that can it claim to continue to “secure” the peace.

As I pointed out before, the demand for local sectarian institutions was justified by the erroneous claim that this was required to end the violence, while now acceptance of violence is justified by needing to do so to save the institutions.  Now ICTU claim that the existence of the sectarian institution is necessary to oppose austerity – “The imposition of Direct Rule would have unimagined consequences for the most marginalised in our society, as well as for trade unionists”, when in fact it has just been demonstrated to all but gullible children that austerity is necessary for the survival of the sectarian institutions.

In order to avoid reality ICTU is required to peddle the same nonsense as Sinn Fein but because it cannot be seen to be politically partisan it has to go further and cover up for all the political parties, including those whose policies are to the right even of the evil Tories and who make little pretence about their support for austerity: “Congress accepts the validity of the statements made by political parties that they pressed the UK Government for additional financial resources for NI to no avail  . . . Congress in this context recognises that our political parties are facing up to their responsibilities to ameliorate the negative impact of welfare reform.”

Other embarrassing aspects of the agreement are hard to just ignore so instead they are ‘noted’ –“Congress, while noting the insertion of a clause in the Fresh Start Agreement which specifies that the cut in Corporation Tax can only occur if the NI Executive’s finances are on a ‘sustainable footing’, will continue to oppose the cutting of CT in the unconditional method as advocated in the Agreement.”

I don’t know what this means. Is cutting corporation tax ok if finances are on a ‘sustainable footing’; does ICTU oppose “unconditional” cuts only but support cuts with conditions; what would these be?  Does the agreement not already state conditionality – finances on a ‘sustainable footing’ – so does this not therefore mean it supports the agreement on this issue as well?

ICTU claims it will oppose the terrible austerity but only in so far as it is the responsibility of the Tories in London, without accepting the responsibility of the local reactionary parties for agreeing to it and implementing it.  All so that ICTU can pretend that the face of austerity is not in front of them when they go to lobby the local parties but is “behind them”.

ICTU pledges that it will “continue a vibrant opposition to austerity” but this opposition rests on a platform of “actions” that read not as solutions to austerity but as a list of “actions” that provide jobs for trade union bureaucrats.  Their alternative policies consist of economic strategies, models, policies and quangos that culminate in a plea for the notorious patronage in existence not to pass them by – “That the membership of the trade union movement, as the largest civil society organisation in NI, be reflected in the composition of public bodies proposed under the Fresh Start Agreement.”  So while thousands of public sector jobs disappear ICTU wants jobs for their head boys and girls.

The duplicity of the drafting of this rotten statement is exposed by the first lines of the statement being contradicted by the last – “Congress advises all of its members to note that the Fresh Start Agreement is not a trade union agreement but one reached by democratically elected political parties and both governments.”  Having claimed credit for the process at the beginning they deny responsibility for its results at the end, from embracing it they state it’s nothing to do with them.

Which of course implies that one of their claims is actually true.  And since I’ve just said that the opening lines were a lie, this means their concluding lines are correct.  But only in the literal sense that the deal was made by the local parties and British Government, and the Irish government were in attendance as well.

The political purpose of the statement however is clear – don’t blame us for the consequences of the deal we’re supporting, we didn’t negotiate it, the “democratically elected” politicians did.  More bluntly – you elected these people so you’re getting what you voted for.

This is also true and explains the ability of the two main parties to come out of negotiations confident they will still be the two biggest parties after the next election.  But this does not excuse ICTU or its rotten statement.  It simply means they lack the courage of their declared convictions.  Most crucially it means they provide no alternative to austerity but are unable and unwilling to admit it.

But doesn’t the fact that the majority has voted, and repeatedly voted, for these sectarian parties that are imposing austerity mean that there really is no alternative?

Well, yes and no.  Yes, because there is no political alternative at present to the collective plans of the British and Irish governments and the sectarian parties – no one can credibly claim that there is even a semi-coherent practical alternative being debated, or even ignored.

No, because these agreements always erupt into crises because the parties just don‘t agree on what their agreements are. ICTU backs every rotten deal that comes along and then they fail; so there will at some point be an alternative.  The problem is that there is no progressive, working class one on the horizon.

No again, because the statement not only fails to oppose the agreement and the austerity that necessarily goes with it but endorses it.  Exposing the austerity that resides in the heart of the agreement would begin to weaken it on grounds that are minimally progressive.  When the leaders of ICTU can’t even oppose austerity then what we need is to oppose the ICTU leaders.
